Job Overview
The Elizabeth Line is Transport for London's newest railway and its first mainline railway.

It stretches for more than 60 miles, from Reading and Heathrow in the west, through central tunnels, across to Shenfield and Abbey Wood in the east involving multiple stakeholders such as Network Rail, London Underground, Great Western Railway and Greater Anglia to name but a few.

As such we are looking for skilled safety practitioners preferably with experience of mainline rail operations.

You will be required to act as a business partner to the executive team of the Elizabeth Line ensuring Safety, Health, and Environment (SHE) requirements are met, improvements are identified (and completed) and those in the business are competent and provided with, and understand the tools, to manage SHE and drive down injury and risk to customers and the workforce by providing professional advice, guidance and support on all SHE aspects for business areas.


Key Accountabilities

  • Identify and develop appropriate improvement programmes within the business area, working through the business to get these implemented. Champion and implement the SHE strategy in respective business area, developing improvement initiatives in line with this
  • Plan, develop and conduct appropriate secondline assurance programmes within a business area (including suppliers) according to levels of risk. Challenge the business to take ownership of first line assurance and ensure it is robust
  • Understand performance trends and use them to drive improvement actions and business decisionmaking and improve business understanding of SHE responsibilities.
  • Work with relevant internal and external stakeholders, use assurance outputs, risk assessment and incident findings to identify and deliver SHE improvements that reduce risk and contribute to the delivery of TfL's SHE Vision
  • Coach the business to understand their SHE accountabilities and challenge to improve their performance and ensure regulatory compliance. Deliver training as part of delivery of a wider SHE training programme.
  • Understand and reflect business area requirements back into the SHE function so they can be factored into the development of the SHE strategy and vision.
  • Provide technical advice, best practice sharing and support in incident investigation and learning to the business. Ensure that this is in line with the overall SHE strategy.
  • Understand business specific SHE risk data and prioritise action in areas of highest risk.
  • Ensure TfL and / or supplier teams undertaking construction and / or design activity are meeting TfL's SHE requirements and active in driving down injury and risk to customers, workforce and members of the public within their activities.
  • Where TfL is acting as the Principal Contractor / Contractor undertake or support management and advisory activity to ensure teams are competent and working to agreed safe systems of work.
  • Understand TfLwide risks and how these impact on business area risks and vice versa.

Skills, Knowledge & Experience

Knowledge

  • Good understanding of the Mayor's Transport Strategy and TfL's business priorities
  • Knowledge of external regulatory requirements and safety and environmental related standards and legislation
  • Good understanding of mainline rail safety requirements
  • Good knowledge of TfL's SHE Management system (Desirable)
  • Membership of relevant professional body eg. IOSH, IEMA, CIBSE
  • Related degree or equivalent qualification

Skills

  • Ability to understand performance data and trends and explain the underlying meaning to the business

Essential Experience

  • Safety requirements of the Railway Infrastructure Manager role
  • Evidence of managing Rail Engineering personnel and contractors in mainline railway environment
  • Knowledge of Network Rail Standards and Rulebook
  • Demonstrable experience Safety Management under an Infrastructure Manager Safety Authorisation.
  • Experience in operating at a senior level and influencing senior manager discussions around the shape of the business.
