£79,592 to £91,787 depending on skill, work experience as well as NHS experience


Working Days and Hours:
Monday to Friday, 9am-5pm (37.5hrs)


Duties

  • Contribute to ensuring that the corporate aims and vision of the Trust are achieved.
  • To be accountable to Director of Capital, Estates & Facilities Management for all professional aspects of the Trust's operational engineering services taking responsibility and be accountable for the design, safety, quality, technical suitability andstatutory compliance with relevant government directives.
  • The AD BEMS will be responsible for the service planning and execution for all services within their portfolio.
  • The post holder will be responsible as SOM level to the director of capital, estates & facilities as the Designated Person.
  • Provide and promote effective professional leadership to ensure the delivery of cost effective, customer orientated services to the Trust and other NHS organisations in accordance with the established service level agreements
  • Provide specialist and professional advice in relation to engineering services, working across the Trust's premises.
  • Take responsibility for leading the Trust's building, engineering & maintenance departments, building an effective organisational structure that is agile and modern
  • Provide lead engineering input into the Trust's PFI building ensuring the contractor performs in line with the requirements of the contract.
  • Take responsibility and accountability for strategy and policy development related to engineering services including the implementation of legislative requirements and risk management arrangements
  • Be responsible for and accountable to the Director of Capital, Estates & Facilities Management for ensuring up to date estate information, commissioning specialist external services to ensure a robust set of estate related information is available, informthe life safety critical infrastructure fiveyear forward view and annual plan. Be responsible for an accountable for costed action plans are developed to support the operational services and are incorporated into the annual capital planning process.
  • Take responsibility and accountability for business case development and operationalisation including the implementation of legislative requirements and risk management arrangements as these relate to the portfolio.
  • Procure complex engineering & service contracts, detailing and approving specifications, lead procurement processes and implementing service contracts.
  • Take responsibility for developing the scope of maintenance service level agreements with clinical and nonclinical clients, including third party clients, ensuring appropriate signoffs
  • Take responsibility to ensure environmental conditions are safe for patients, visitors and staff
  • Ensure complex building and engineering services that are critical to both patient care and the integrity of the Trust's estate are effectively managed
  • Manage significant facilities and infrastructure resources through contracts and service agreements with the Principal Engineer as directed by the Director of Capital, Estates & Facilities Management
  • To ensure appropriate devolution of operational management within portfolio, consistent with effective delivery and decision making whilst retaining overall responsibility and accountability for results
  • To set policy for Building, Engineering & Maintenance team in conjunction with other associate directors, heads of service and principal infrastructure engineer and ensure procedures and system are developed, implemented and adhered to through staff training,appraisal and CPD in support of those policies
  • Contribute to the overall monitoring and evaluating of the integrated Capital, Estates & Facilities Management Division, its performance, and develop systems to ensure acceptable standards are set and met, taking corrective action where appropriate
  • To contribute to the review of the Trust's Estate Strategy to reflect the Trust's clinical strategy and objectives
  • To promote good quality environmental management strategies in accordance with government policy and targets
  • To manage relevant staff, systems, processes and controls to ensure accountability, probity and compliance with external legislation and internal governance
  • Support heads of service and operational managers with specific human resources aspects relating to all Capital, Estates & Facilities Management staff
  • Undertake specific deep dive investigations and participate in disciplinary investigations as required
  • Deputise for the Director of Capital, Estates & Facilities Management and the Principal Engineer during

Education, Qualifications & Skills

  • Degree in Building Service Engineering/Electrical Engineering/Mechanical Engineering
  • Master's degree or equivalent healthcare specialist experience at senior engineering level in a complex engineering environment
  • Evidence of Continuous Professional development
  • Master degree or equivalent specialist knowledge in engineering
  • Significant post qualification experience & track record of Managing Estates & Facilities assets and services, including budgets within a complex acute health environment
