The Project Support Officer role, working on the Lifelong Loan Entitlement provides an exciting opportunity to work on a key government priority across higher and further education to deliver transformative change.

Based in the Skills Directorate, the roles operate in a fast-paced environment, often working within a political context and with senior stakeholders across government and in the higher education sector.


The Lifelong Loan Entitlement (LLE) will deliver a major transformation in further and higher education to create a more efficient and streamlined student finance system to provide individuals with a loan entitlement to the equivalent of four years of post-18 education.

The LLE will give people a real choice in how and when they study - allowing them to space out their studies, transfer credits between FE and HE institutions, and engage in more modular and part time study.

The LLE will contribute to DfE's objective to drive economic growth through improving the skills pipeline, levelling up productivity and supporting people to work by enabling people to train, retrain and upskill over their lifetimes to respond to changing labour market demands.


The role operates in a fast-paced environment with significant interest from ministers and special advisors, from across government, including HM Treasury and No10, and from a wide range of external stakeholders.

This is a cross-cutting policy area across higher and further education and there will be opportunities for exposure to ministers and the range of interested parties.


As a Project Support Officer, your role will be to support the LLE Planning, Governance and Assurance lead and the wider senior leadership team to delivery effective and efficient governance across the programme, supporting senior leaders to hold Delivery Partners accountable for Delivery and playing a vital role in the day to day running of the programme.


You will also be working closely with the Student Loans Company (SLC) who are delivering the digital aspect of the LLE programme on joint governance boards and with the OfS to develop informative delivery dashboards to support the Delivery Board in their understanding of programme progress.

Your role will be critical in the successful delivery of the LLE, identifying blockers, risks and helping to facilitate the resolution of these.

The role will report the G7 PMO Lead on Planning, Governance and Assurance.

Responsibilities

Manage to the day to day running of the Governance for the LLE, a GMPP programme including:

  • Support on the development of the governance structure in the LLE, understanding where changes may be required as the programme progresses and providing proposals.
  • Ownership of the main governance forum, the Delivery Board. Including liaising with stakeholders on the development of agendas for discussion, commissioning of papers and ownership of the programme dashboard.
  • Work with Delivery Partners to develop a new Delivery Dashboard to provide assurance to senior leaders on the progress of the LLE towards its delivery in 202
  • Be responsible for the supporting governance including the DfE-SLC Project Group and the Piloting Project Group.
  • Provide governance support to senior stakeholders through the LLE Governance Forward Look including an understanding of when key engagement is required with HMT and No10.
  • Own the Governance action log.

Support the G7 Risk Manager on the identification and management of risks:

  • Develop strong working relationships with policy colleagues to support the identification of risks
  • Ensure the project risk log is maintained and kept up to date.

Provide project support for assurance reviews including:

  • Owning the management of actions
