The UK Personal Investor Operations Oversight is responsible for overseeing all operational services that have been outsourced to Third Party Providers (TPPs) in the support of the effective day-to-day operation of Vanguard's UK Direct to Consumer (D2C) retail platform.


Acting as the team's CASS SME, you will

  • Regularly liaise with Vanguard's CASS Governance and Control Team to ensure awareness of all new and existing CASS regulatory changes and / or challenges to the Platform Oversight Team's processes.
  • Review of process ownership for the Platform Oversight Teams CASS controls including: SUP 16 Client Money and Asset Return (CMAR), CASS 6 ISEM Internal Custody Reconciliation Method and CASS 8 Mandates.
  • Oversight of external TPP CASS 7 Internal Client Money and External Cash Reconciliations as well as external TPP CASS 6 Asset Reconciliations
  • Communication to, and where required, training of Platform Oversight Team colleagues on relevant CASS controls and the associated regulatory rules.
  • Conducting regular assessments of the performance of the team's CASS related oversight activities, ensuring that these are being completed to the highest possible standards and working with the team manager to address any issues or deficiencies identified.
  • Attendance of relevant internal and external CASS Forums.
  • Working closely with TPP to investigate and remediate more complicated reconciliation breaks.
  • Acting as a delegate / alternate for the Platform Oversight Team manager.

Additional Responsibilities

  • Develop the skills and knowledge required to act as a Platform Oversight Subject Matter Expert (SME), providing support to TPPs and other Vanguard business areas as required.
  • Assisting the team with the administration of the Platform Oversight mailbox, providing responses where possible and escalating relevant items to team manager.
  • Managing the daytoday relationship between Vanguard and our TPPs; acting as a point of escalation, both internally and externally, for any queries or high priority issues, analysing and resolving where necessary.
  • Remain continually aware for opportunities to improve the team's oversight and controls.
  • Creation and revision of procedures relating to processes undertaken by the Platform Oversight team.
  • Supporting the Platform Oversight team, with daytoday responsibilities and complex requests, maintaining the team's reputation both internally and externally.
  • Evaluating relevant reports and service metrics from the outsourced service providers to ensure Vanguard's service standards are being met.
  • When required, represent the Platform Oversight team by attending scheduled and adhoc internal and external meetings.

What it takes

  • Undergraduate degree or equivalent combination of training and experience required.
  • Highly detailed knowledge of the FCA CASS sourcebook, in particular CASS 6, CASS 7, CASS 8, CASS 9 and CASS 10.
  • Sufficiently detailed working knowledge of other relevant industry regulations (i.e. COBS, SUP, SYSC, etc.).
  • Experience with a D2C retail investment platform highly preferential.
  • Familiarity with a variety of platform technologies.
  • Excellent oral and written communication skills.
  • Confidence working with figures and strong analytical skills.
  • Excellent time management and organizational skills.
  • Demonstrated flexibility and ability to adapt to change.
