The EMEA Chief Risk Officer (CRO) provides oversight of the Independent Risk Management organization across all businesses in the region and for all risk stripes.

The EMEA CRO organization oversees the risk management of the legal entities and countries in EMEA which consists of 55 countries with physical presence and 52 hub managed countries.


Job Purpose:


The role is responsible for the oversight of Data Quality in EMEA legal entities and in particular the reduction of Data risk for Citi's four UK legal entities.

The role includes the creation, maintenance, monitoring, governance, and escalation of UK and EMEA regional data quality issues, oversight of data and technology controls and the reduction of the UK and EMEA CRO End User Computing (EUC) estate.


This is a C15/ Director role which carries out the strategic and day to day operations to enable the Global Chief Data Officer who is the UK Senior Manager Function (SMF4) delegate for data quality to discharge those responsibilities.

This role reports jointly to the MD, Global Risk Chief Data Officer and to the UK CRO / EMEA CAO.


Job Background/context:


The role requires to have, or quickly develop a thorough understanding of the strategic direction of the enterprise data transformation programme and its impact on the data consumed by EMEA CRO reports, model inputs and processes.

The role will partner closely with the global Risk functions, the EMEA CDO, ICG, PBWM, Finance and Technology to drive improved data quality across EMEA CRO by setting data quality targets and holding data and technology owners to account for their delivery.

This role requires someone who is experienced in influencing and managing across a complex global organisation.

It is critical that the person in this role can demonstrate a track record of successful collaboration with global teams across Risk, ICG, PBWM and Technology.

A strong understanding of risk processes and reports, product processing within the financial services industry and a solid grounding of data management principles is very desirable.

Excellent communication skills are required to negotiate internally, often at a senior level. Some external communication/negotiation may be necessary to regulators.


Key Responsibilities:


  • Identification and oversight of data risk to provide assurance that all reasonable steps are in place to reduce data risk for all EMEA Legal Entities.
  • Represent UK CRO and EMEA Risk at appropriate programme governance committees and contribute and communicate with the UK and European Boards, regulators, and Internal Audit. Ensure effective communication across key EMEA CRO stakeholders.
  • Ensure EMEA regional and legal entity specific data requirements are identified and budgeted, with technical business requirements written where appropriate and fed into the global Consent Order and businessasusual delivery teams.
  • Oversee and manage the EMEA CRO regional technology budgeting process and requirements across all EMEA legal entities and countries
  • Coordination with the multiple data quality initiatives globally and in region to partner with the relevant teams to assist in remediation efforts on data quality issues
  • Adopt the data quality procedures from the ECDO standards
  • Develop data quality metrics for UK CRO and EMEA CRO to be presented at the appropriate UK and EMEA CRO management committees.
  • Oversees all EMEA CRO data quality remediation delivery
  • Creates and monitors UK and EMEA CRO data quality scorecards in conjunction with the global teams
  • Track the adoption within EMEA CRO of data controls in compliance with the Citi Data Governance Policy and Standards
  • Oversee the EUC estate in EMEA CRO, partnering with the Global Risk EUC Lead to remediate dependence within EMEA CRO on EUC's and migrate to approved architecture
  • Specifically for the UK legal entities: responsibility to the UK CRO to implement the recommendation of the UK Risk data plan; and ensure that BCBS Compliance standards are met for UK Risk reports

This role will interact with the local legal entity Boards, senior management within the region and provide support to those with SMF responsibilities, providing experience in interacting with senior stakeholders.


Knowledge/Experience:


  • Strong knowledge of Citi's Risk data flows systems and technology, ability to challenge and support global Risk, CDO and Technology teams
  • Strong governance and controls background
  • Experience in working in a newly created role and effecting change as an individual contributor
  • Experience dealing with IA, regulators, boards and senior stakeholders
  • Experience in managing and influencing within a matrix organisation
