We are currently recruiting for a Head of Strategic Highways and Transport in Swindon.
Pay rate:
PAYE £253.27 per day/
UMB:
£320 per day.
Hours: 37 hours per week.
Purpose:
To Lead, plan and be responsible for the Highways and Transport department that support and underpin the successful delivery of corporate priorities and outcomes.
Duties:
- Identify the strategic direction of the department to meet the growth and regeneration ambitions of the client.
- Develop and deliver, through existing and new contractual arrangements, the highways capital programme and major projects having oversight and programme management of large programmes of work to agreed outcomes and sound financial management.
- Provide visible and engaging leadership for the service ensuring an effective work culture is embedded that focuses on effective performance and continuous improvement.
- Develop and maintain effective partnership arrangements with key stakeholders including other local authorities and governing bodies.
- Through the work of the team, provide a high standard of customer service and community liaison. Lead the team in adopting a proactive and constructive approach to engaging positively with communities.
- Take responsibility for large revenue and staff budgets and locally funded capital investment programmes.
- Ensure that the client's statutory duties as the local highway, traffic and street authority are effectively discharged and that the client meets its obligations under the Traffic Management Act, Highways Act, New Roads and Street Works Act, Road Traffic Act and Countryside and Rights of Way Act.
- Lead and manage the delivery of an annual programme of significant Capital projects that underpin the priorities of the client.
- Act in the capacity of deputy to the Corporate Director of Inclusive Economy and Sustainability and support the Director in providing overall strategic leadership to the Directorate.
- Maintain professional knowledge and expertise, ensuring continuous professional development is undertaken for yourself and the team.
Knowledge and Experience:
- A proven ability of successful change management, implementing and delivering new working policies and practices alongside sufficient cultural and structural change that delivers improved services for our customers in a more efficient way.
- Proven experience of successful financial management including budget formation, budget management and project cost management.
- An ability to manage high profile projects and priorities.
- A demonstrable track record of developing staff, building effective teams and leading multidisciplinary professional staff to achieve organsiational aims.
- Experience of contract management and major scheme delivery.
- Resilient and positive despite setbacks with enthusiasm, drive and commitment.
