About us
The Melton Mowbray Town Estate is a unique organisation, so to become its Chief Executive is a unique opportunity.

The Town Estate was created in 1549 for the benefit of the Town's citizens. Today, the Estate still retains responsibility for the town parks, the street markets and other local recreational facilities. It has considerable investments, and land holdings, it also leases out various facilities that benefit the town.

The post of Chief Executive Officer & Town Bailiff is head of the paid service of the Town Estate.

The CEO is responsible for the operational management of all Town Estate activities, staff, facilities, buildings, markets, and leases; and for providing advice & information to the Board of Trustees (traditionally called "Feoffees").


Core Purpose of Post

  • Deliver, within the resources available, a successful service that meets the social and commercial aspirations of the Town Estate.
  • Actively seek opportunities to develop revenueearning services, maximising income that supports the benefits and services that the Town Estate seeks to provide for the Townspeople of Melton Mowbray.
  • Be the lead professional and significant role model within the Town Estate, promoting its vision and values, high expectations and aspirations of all staff, and high standards of service and customer care.
  • Provide advice and information to the Board of Feoffees in a timely and effective manner; implement the aims, policies and decisions of the Board.
  • Ensure all relevant UK and Employment legislation is adhered to without exception.

Leading & Managing Staff

  • Lead by example; provide dynamic, consistent and motivational leadership, ensuring successful delivery of a customerfocused vision, ethos, aims, services and policies.
  • Gain staff commitment to a culture of personal responsibility, high expectations, creativity and aspiration, and the value of constant improvement.
  • Work with Trustees / Feoffees to recruit and retain staff of the highest quality, ensuring all staff have clearly defined job descriptions.
  • Motivate and enable all staff to carry out their roles to the highest standard, through highquality training based on anassessment of needs, identified through the appraisal process. Personally attend training that supports success in the role of CEO / Bailiff.
  • Effectively lead staff through innovation and change, adjusting job roles, and skill mix, and assessing training and retraining needs to ensure the ongoing competence of staff.
  • Supervise the management of staff rotas so that all operations are adequately staffed to ensure their efficiency and safety.
  • Treat everyone within the organisation fairly and equitably.

Policies, Systems and Information

  • Carry out all duties and responsibilities in compliance with Town Estate policies and procedures.
  • Review operational policies and procedures to ensure they are up to date and applied consistently and monitored for impact.
  • Identify, develop, maintain and provide the organisation and the Board high quality, comprehensive and useful management information.
  • Advise the Board of Feoffees of changes in legislation and current best practice which impact the work of the organisation.
  • Ensure the Town Estate complies with all statutory requirements and Town Estate policies in respect of safeguarding vulnerable persons.
  • Provide, or in consultation with the Management Committee arrange for the provision of, objective, professional advice on all matters that come before the Board.

Performance Management

  • Comply with and seek to achieve operational and individual service targets which may be set by the Chairman on behalf of the Board.
  • Provide a robust annual appraisal system for all staff and prepare written reports on performance.
  • Critically evaluate each section's performance and ensure performance targets are achieved.

Resources Management

  • Plan, organise and manage the Markets, Parks, Sysonby Acres and all Town Estate facilities, with the support of appropriate staff.
  • Pursue a commercial approach to the provision of Town Estate facilities, identifying and responding to changing customer needs and expectations. Actively seek innovative ways to promote and develop new services and revenueearning activities across all facilities.
  • Monitor revenue income to ensure costs are kept within the budget provision; continuously seek to increase income, achieve efficiencies and reduce unnecessary costs.
  • Effectively manage all buildings, equipment, facilities and materials to ensure their effective use and the safety of staff and visitors.

Health & Safety

  • Maintain and promote safe working practices through the development and implementation of appropriate safety management systems taking professional advice where necessary and ensuring staff adhere to Health and Safety guidance and legislation. Encourage staff to take personal responsibility for their own health and safety.
