**Associate Director - People Services - (Band 8C)

£381 per day (Inside IR35)

37.5 Hours per week

12 Week Contract (Possible Extension to March 2023)

Peterborough, Cambridgeshire (commutable from Cambridge, Northampton, St Ives, Milton Keynes)

The key areas of focus will be leading the HRBP and HRA service, employee relations and resourcing

This will be based at Peterborough City Hospital, with some cross-site working.

Job Summary

  • To lead and manage the People Services functions within the wider Workforce & OD function for the Trust, and to work closely in collaboration with the HR Business Partners (HRBPs), Resourcing Manager and Talent Acquisition Lead, holding teams to accountfor delivery of agreed KPIs and objectives.
  • Deputise for the Deputy Chief People Officer providing professional leadership and strategic focus to all members of the Workforce & OD function, ensuring the delivery of the Trust's objectives, by the provision of a customer focused service.
  • To use analytical and judgemental skills to diagnose and find solutions for problems that may be complicated and made up of several components. To ensure services are provided in the context of statutory and regulatory compliance with accountability fordelivery of nationally mandated, and locally agreed targets and standards.
  • To develop the Business Partnering service with the aim of developing, building and maintaining relationships with key stakeholders, promoting the department and adding value to the business through organisational development methodology.
  • To share accountability for delivery of the people aspects of the Trust's Business and People plans, including realisation of cash efficiency savings.
  • To work collaboratively with other heads of services across the Workforce & OD function to develop and embed the People Strategy.
  • Support Trustwide Workforce Planning to ensure it is a dynamic process connected with business planning in the Trust.
  • Develop and present business cases to secure funding and a Trust wide mandate for People Services projects and initiatives.
  • Act as a point of escalation for all complex and sensitive employee relation cases, providing generalist support to senior staff and Trust Executive Directors.
  • Share responsibility for operational governance for the Workforce & OD function, ensuring all policies and procedures are uptodate and in line with Employment Law and National Guidelines.
  • To lead on development and delivery against key performance indicators.
  • To lead on effective partnership working with the recognised Trade Unions to achieve mutually accepted outcomes.
  • To act as a role model for the Trust's values and provide strongly focussed expert professional leadership to effect transfer of power and decision making to the frontline whilst ensuring continued improvement and effective delivery.

Experience

  • Experience of managing HR systems and services
  • Extensive experience of managing technology for business uses
  • Extensive experience of planning, managing and delivering complex programmes of projects in a change management environment
  • Extensive experience of delivering projects within the a complex environment, such as the NHS
  • Experience of outsourced contract management
  • Experience of Risk Management
  • Experience in the building and management of relationships with customers, stakeholders and suppliers
  • Proven experience in the ability to lead and motivate others
  • Experience of developing business cases
  • Significant staff management and leadership experience
  • Experience of partnership working with internal and external stakeholders

Knowledge

  • Extensive knowledge of NHS HR systems and systems management
  • Significant knowledge of NHS best practice in the HR Services arena
  • Knowledge and understanding of Information Governance and Data Protection
  • Able to promote and facilitate change at all levels of the organisation
  • Methodical, organised, analytical with problem solving capabilities
  • Ability to evaluate, develop and implement business processes, systems and procedures
  • Excellent written and oral communication skills
  • Able to establish collaborative working relationships with a wide range of internal and external stakeholders
  • Able to deal with conflict proactively
  • Ability to provide and receive highly complex, sensitive and contentious information.
  • Ability to negotiate with senior stakeholders on difficult and controversial issues

Qualification

  • Educated to masters level or equivalent level of experience of working at a senior level in HR Services arena
  • Programme Management qualification (e.g. MSP) or equivalent level of Programme Management experience
  • Project Management qualification (e.g. Prince2) or equivalent level of Project Management Experience
  • Evidence of continuing professional development
  • Postgrad management qualification (or equivalent level of management experience)
  • Member of relevant professional body (e.g. CIPD, BCS, etc.)
