Job Details
We are currently looking for Contracts Assistants to contribute to the activities of the Contracts and Quality Assurance team within the following areas:

  • (A)
  • 2 x 36-hour posts within Adults Commissioning Team
- (B) - 1 x 36-hour post within Contracts Team
- (C) - 1 x 30-hour post within Contracts Team
- (D) - 1 x 36-hour post within the Self-Directed Support (SDS) Team
- (E) - 1 x 18-hour post within Older People Commissioning Team
  • Work Pattern (Week 1, Monday, Tuesday
  • Week 2, Wednesday, Thursday, Friday)
The Quality Assurance and Contracts team deals with an extremely varied workload across the two directorates:

  • Monitoring the quality of service provision, facilities available, staffing, environment, policies, and procedures for care providers. Including maintaining a link with the Care Inspectorate and other statutory bodies;
  • Procurement and tendering to achieve best value and meet service priorities and comply with EU Procurement legislation;
  • Developing Service Level Agreements with external organisations / providers and ongoing monitoring of these.
  • Monitoring and evaluation of grant funded organisations;
  • Commissioning of care services from a range of care providers:
  • Payment and Billing for care services (including Foster Care and Direct Payments);
  • Provision of Financial and Management Information.


The post holder will be required to carry out a range of duties relating to the payment and billing of contracts for social care services, including payments to grant-funded organisations, individual contracts for people going into long term care and provide advice/support on various aspects of contracting, payments, and billing, whilst ensuring the delivery of a high quality, customer focused service.

The post holder will also be required to liaise with external care at home partners, care homes and providers to source and secure care packages and placement beds.

(A) - The Adults Commissioning Team is responsible for the centralisation of services relating to service users under the age of 65, including care home placements, supported living packages, funded transport arrangements, day services, housing support and care at home packages. The post holders will be involved in a range of tasks as detailed within the role profile, with a specific focus on these tasks.

(B) & (C) - The Generic Contracts Team will carry out a range of duties relating to the payment and billing, e.g. Contracts for social care services, payments to grant-funded organisations, individual contracts for people going into long term care and provide advice/support on various aspects of contracting, payments and billing, liaising and negotiating with Care at Home Providers in order to resolve payment queries. You will also be responsible for investigating and researching payment queries to provide an explanation on the outcome.

(D) The Self-Directed Support (SDS) Team is responsible for a wide range of tasks including the continued implementation of Self-Directed Support in line with Scottish Government implementation plans and guidance; facilitating choice, control, and flexibility for eligible individuals across Fife.

Working as part of the SDS/Contracts/Quality Assurance teams the post holder will be involved in a range of tasks as detailed in the Job Profile, with a specific focus on the following:


  • Supporting the continued transition to prepaid cards for those individuals who have chosen Option 1 (direct payments).
  • Facilitating the financial and contractual processes that support both Option 1 and Option 2 budgets.
  • Maintaining accurate, electronic client records.
(E) The Older People Commissioning Team is responsible for sourcing and commencing services for service users over the age of 65, with a focus on care at home packages. The post holder will have a diverse set of responsibilities, as outlined in the role profile, with a particular emphasis on these duties.

The Person


Educated to SCQF level 7, which includes HNC or Advanced Highers in a relevant discipline e.g., Accounting, Business Studies, Administration, Legal Services or equivalent.

Experience working within a Finance, Contracting, Business or Administrative background.
