Job Introduction

This role sits in Route Services, a business area that has been created to supply services to the routes in the safest, most cost-efficient, and effective way, enabling them to benefit from economies of scale and optimised national resources.


Network Rail's Commercial & Procurement (C&P) leads the development and delivery of commercial strategies encompassing the whole lifecycle of category strategies, sourcing, supplier management and procurement operations.

The IT function provides several services including;

  • IT support
  • Provides professional technology infrastructure services managing NR's IT estate endtoend and keeping it services working when required and runs the IT helpdesk.
  • IT strategy and planning services
  • Ensures NR has an ambitious but realistic strategy aligned to its business needs. Responsible for helping customers across NR with ITdriven business change and to understand the risks involved in IT procurement, implementation and operations.
  • IT programme and project services
Main Responsibilities
Manage medium cost and business risk assessed supplier contracts across the technology category and to work collaboratively with relevant customers and stakeholders in the IT Services function to create and deliver incremental contractual and relationship value, in support of the Network Rail customer of choice ambition

  • Ownership of medium cost and business risk assessed contracts, utilising the implementation of the Supplier Management Framework, to meet all governance, regulatory, riskreward and exit strategy requirements and deliver the full commercial and contractual value negotiated by Sourcing
  • Deliver relationship generationbased value committed at the time of Sourcingled contract negotiation and execution, working collaboratively with the relevant Category Manager/s and Sourcing Manager/s, together with all relevant customers and stakeholders
  • Implementation of the Meeting Governance Framework for specifically led suppliers, delivering a single, joined up supplier managed led approach, one supplier dialogue and engagement model throughout Network Rail and to secure the best deal through supplier managed demand engagement, selling strategies and demand aggregation, in a complex, devolved organisation
  • Drive the fullest daytoday operational service and contractual performance value from the supplier contract and relationship, in support of the customer and stakeholders' business case and service delivery requirements, working collaboratively with the relevant businessbased Supplier Performance Manager
  • Facilitate and manage contractual changes throughout the contract lifecycle, resulting from evolving business and specification requirements, in collaboration with relevant customers and stakeholders, for the accurate management and reporting on cost, risk and service performance indicators
  • Negotiation and implementation of cost savings and benefits throughout the contract lifecycle, in support of the C&P Director's annual cost savings target
  • Develop and execute the process for uploading and maintaining supplier contractual data on relevant systems, to maintain accurate contractual cost, spend, risk and relationship management information and to support the annual Finance led budget planning process in the event of budgetary challenges, contractual dispute and issues or if contractual contingency plans are invoked
  • Research and disseminate external market supplier management practices within the Supplier Management team, to enhance existing good practice and moving towards a recognised best in class capability, in support of the employer of choice ambition
  • Develop and implement contract continuous improvement activities, demand pipeline assessments and annual customer satisfaction surveys, to deliver accurate progress reporting against each baseline contract in the Balanced Scorecard and to lead crossfunctional alignment/learnings, aligned to the Vision and best in class Procurement ambition
  • Establish a collaborative way of working with Accounts Payable and relevant stakeholders to effectively manage and resolve payments and invoicing issues
Do you have the following skills and experience?

Essential

  • Educated to a Business or Economics degree standard or equivalent business experience
  • Procurement experience, to include Supplier Management
  • Experience of driving value from complex supplier contracts and relationships
  • Experience with negotiation and dispute resolution skill set
  • Ability to deliver defined relationship and commercial value
  • Experience with agile crossfunctional collaborative working methods
  • Politically aware, with the ability to use direct and indirect influencing strategies
  • Demonstrable level of problemsolving experience
  • Completer finisher mindset
