Role overview:


Responsible for cash management, by minimising cost and maximising value through proactive analysis and facilitation of works packages and the building process to maximise the profitability of the business.

Contain, control, and accurately report past costs and future financial projections. Adhere and engage with Quality Management system (ISO9001) and other company procedures as appropriate.


Delivery
Proactively work with Production & Technical Leads to identify risks and scope within programme and design.

Attend and actively participate in design meetings, ensuring actions are cleared in accordance with agreed timescales, as required.


Financial


Produce contract sum analysis and cash flow ensuring a positive cash flow is maintained for the project to achieve a minimum of 10% overvalue.

Prepare, agree, and issue valuations in a timely fashion, to maximise cash position, including pursuit of timely payments

Ensure retention payments are obtained on completion of Practical Completion and Making Good Defects certificate being issued

Maintain sub-contractor valuations and payments in line within the subcontract conditions and Hill payment protocol

Review drawings for potential savings ensuring they remain in accordance with the employer's requirements, and these as Hill tender budget

Ensure the subcontract order is compliant with drawings and employers requirements including any appendices. Drawings are to be clearly listed within the subcontract


Produce buying analysis for approval by the Regional Director/Commercial Manager, prior to order being placed in accordance with the agreed procurement schedule.

Placement of timely subcontract orders in accordance with the agreed procurement schedule

Ensuring timely valuation and re-measurement of the subcontractor accounts, in accordance with the agreed terms and conditions of the sub-contract agreement

Agree and issue final accounts to subcontractors, in accordance with the Hill Scheme of Delegation.

Ensure timely payments of sub-contractors, in accordance with internal payment protocol, and agreed terms and conditions of the subcontract agreement

Produce and issue accurate and timely CVCs ensuring these are reviewed with the production team, for Commercial manager/Regional Director approval

Issue a project outturn cost sheet upon completion of the contract

Agree external final account with client/agent, in accordance with the Hill Scheme of Delegation, and obtain final account statement for Director Approval


People
Mentor trainees if required

Developing possible trainee/assistant surveyors

Work in partnership with other departments and proactively drive communication and problem solving

Complete appraisals/assessments accurately and on time, if required


Success Measures:

Participate in CDM compliance through the design period

Issues accurate minutes on time, ensuring actions are cleared in accordance with agreed timescales

Sub-contract orders are placed on time, in accordance with the agreed procurement schedule

CVCs are produced accurately and to good standard

Management of Sub-contract payments adhering to contractual obligations

Production & execution of sub-contract orders are on time

Procurement schedules are updated efficiently to enable accurate monthly reporting

Early involvement in the detail of the design to influence and ensure adherence to building controls

Changes are tracked on drawings and feedback issued identifying cost implications prior to the work commencing

Collateral warranty execution in a timely manner

Accurate subcontract account remeasurement in a timely manner

The procurement of subcontractor orders includes Hill approved Standard Details & Materials

Adherence to contractual obligations to protect the business against risk of claim

Timely agreement of Final accounts through effective management of all associated processes, reporting and procedures

Accurate internal and external forecasting including materials, prelims


Skills, Experience and Attributes:

Educated to a suitable level relevant to role - an appropriate Quantity Surveying qualification, Construction degree or relevant degree/higher education course (HND/HNC Building Studies)

Membership of MCIOB or RICS

Demonstrable experience in Contract/Quantity Surveying, construction budgets and all areas of construction techniques and mixed-tenure schemes.

Experience of joint venture schemes

Strong Commercial background with experience working with a contractor or residential developer.

In-depth knowledge and appreciation of UK building regulations and health and safety requirements within construction.

Have a strong competency of remeasurement for Piling, Groundworks, RC Frame & Brickwork.

Excellent numerical and problem-solving skills.

Strong interpersonal skills.


Have a knowledge and understanding of compliance with H & S legislation, policies, safety plans, risk assessments and method statements.
