The Role
To develop, establish and implement strategies, plans and policies for the use of Performance-Based Navigation (PBN) in UK airspace and in the North Atlantic airspace in accordance with Ministerial Directions to the CAA, appropriate UK legislation and international standards.
To provide advice and expertise to CAA and Government Departments to ensure that UK navigation policy meets ICAO and European standards and the needs of the UK aviation industry, to enable AAA to fulfil its statutory obligations.
To participate in various groups at national or international level e.g., CAA, IAA/FAB, NATS, ICAO, EASA, EUROCONTROL, ensuring that UK airspace is developed safely and efficiently, and that AAA's other statutory obligations are observed.
Where considered appropriate, directly influence, and contribute towards the development of ICAO and European standards including those supporting the concept of Performance-based Navigation (PBN).
Core Accountabilities
- Prepare and present policy, discussion, or working papers for the CAA Board or ExCo with the necessary information for strategic planning and decisionmaking
- Provide the management team with appropriate advice to ensure that airspace requirements relating to navigation capability are appropriately coordinated and promulgated
- Provide advice and guidance to UK industry on issues linked to the implementation of the PBN in collaboration with Airspace Regulation SMEs
- Promote the Airspace Modernisation Strategy (AMS) and the role that PBN plays within
- Represent the UK on ICAO and other international panels/groups as directed
- Provide a technical focal point to provide expert advice on ICAO and EUROCONTROL Performancebased navigation (PBN) and conventional navigation requirements and concepts to assist the CAA in the formulation of policy to meet UK requirements
- Provide briefings or presentational material as required and support the management team as necessary
- In respect of Risk Management, the jobholder shall be aware of CAA Risk Management Policy and highlight to his/her manager any new significant Business Risks that become apparent in his/her area of responsibility
About You
To be considered for the role you must:
- Possess a wide-range of experience and knowledge of aviation matters relevant to aircraft navigation capability and airspace navigation requirements linked to operations conducted using both Performance-based Navigation (PBN) techniques and Precision Approach and Landing Systems
- A detailed knowledge of navigation equipment design standards, specifications, and operating techniques for modern commercial aircraft
- A detailed knowledge of technologies linked to navigation infrastructure e.g., GNSS and its augmentations
- An understanding of UK ATM and associated route spacing requirements and procedures
- Experience in developing requirements and guidance material supporting ICAO SARPS and Manuals and/or regulatory approvals
- Experience in both chairing and participating in meetings with particular regard to international meetings
- The talent for clear and logical reasoning coupled with an aptitude for adept written and verbal communications
- Be highly motivated, selfdriven and technically renowned. Have a national and international reputation in the fields described
- Previous staff work experience coupled with the organisational ability and personal qualities necessary to work effectively as a member of a mixed discipline team, the prime aim of which is to promote the optimum utilisation of UK airspace
- A working knowledge of aircraft certification and operational approval requirements is a must
- Basic IT skills (Word, PowerPoint, Excel etc)
