The Rural Payments Agency (RPA) is an executive agency of the UK Department for Environment, Food and Rural Affairs (Defra), delivering over £2 billion in payments to farmers, traders and landowners each year.

Job description:

We have a vacancy within our Operational team which ensures RPA delivers its goals.

The Role currently available is within the following team:


  • Agricultural Transition Directorate (Basic Payment Scheme, Countryside Stewardship, Environmental Stewardship)


Other roles within the Operational Delivery Lead skills family may also be available and the intention is to hold a reserve list.

This job family is designed to be flexible across different areas across RPA Operations.

The Operational Delivery leads work in several key operational areas within RPA which include:


  • Area Management Team
  • Agricultural Transition (Basic Payment Scheme, Countryside Stewardship, Environmental Stewardship)
  • BCMS (British Cattle Movement Services)
  • CPAT (Customer Payment & Account Team)
  • Customer Operations
  • ELM (Environmental Land Management) National Pilot
  • Grant Services
  • Inspections & Enforcement
  • Operational Mapping
  • Trader
You will be required to lead large geographically dispersed teams working at an office or home working.


You will work at pace in delivering a quality service to tight deadlines, achieve key outcomes and embed continuous improvement across the teams.

You will be accountable for delivery to tight deadlines to ensure key performance indicators (KPI) are met.


We require confident and experienced leaders with strong experience of setting direction and priorities and engaging colleagues, as well as working within a fast paced, often ambiguous, results-orientated operational delivery environment.


You will need to demonstrate strong leadership whilst managing competing priorities and targets to deliver current needs and whilst considering future work.

You will be collaborating with others from across the RPA to find better ways to deliver high quality outcomes for our customers.


You will be engaging with stakeholders within the agency, across the Defra group and with external stakeholders to outline what the team does and to take onboard feedback to develop our strategic objectives.


You will embrace change and develop a continuous improvement culture, identifying opportunities where continuous improvement is key for the future success.

Communicating the change in a clear way will be key to ensuring the need for change is understood within the team.

The change will become embedded into the day-to-day delivery to realise the benefits of the role. You will develop and champion a continuous improvement culture.
