The Access & Acquisition (A&A) Team within Property Services are specialists in gaining entry to private land to carry out pipe laying works, consulting with affected landowners and key stakeholders, the statutory framework surrounding the valuation of land, compensation and the acquisition of land by agreement or in accordance with the Company's compulsory purchase powers.

You'll be part of the A&A Team reporting to a Senior Property Surveyor.

Based at Lingley Mere Business Park, Warrington or Kent House, Kendal you'll cover either the Northern or Southern region of the North West, working as part of a small team of internal surveyors and external consultant surveyors in order to provide a comprehensive and professional surveying service to the Company to include Capital Delivery and Engineering, Water & Wastewater Network Services, Developer Services and Legal Services.


You'll assist with all land and property related issues in order to facilitate the successful delivery of the Company's Capital Delivery Programme across the AMP.

You'll get to work alongside multi-disciplinary teams on a variety of new and exciting projects to include large diameter cross country water pipelines to enhance water quality and supply to our customers or flood alleviation and sewer outfall improvement schemes that help protect our customers and the local environment.

You'll also ensure that the Company's Network Services teams are able to gain access to land to inspect, maintain, repair and improve its vast network of water mains and sewers across the region.


Job Accountabilities:

When managing a caseload of capital and network projects, you will carry out tasks such as;

  • Providing advice on the Company's Statutory Powers of Entry
  • Issuing Statutory Notices
  • Land referencing
  • Preparing valuations and budgets
  • Negotiating compensation claims
  • Acquiring land
  • Landowner liaison and consultation
  • Agreeing and advising on accommodation and reinstatement works.
  • Water main bursts
  • Liaising with Schedule 13 Protected Undertakers
  • Providing advice on pipe route and site selection
  • Arranging temporary site compound licence agreements
  • Dealing with any other aspects in the Property Services Department as required.

Knowledge and Skills:


  • Awareness of the Water Industry Act 199
  • An awareness of the Company's Code of Practice for Pipe laying
  • Awareness of the statutory compensation code and compulsory purchase procedures
  • An understanding of the valuation method principles
  • Excellent communication skills, both oral and written.
  • A full UK driving licence and access to your own transport as the role requires mobility across the region.
  • Excellent computer and IT skills with experience of using Microsoft word, excel and outlook
It would be advantageous if you were a Probationary Member of the Central Association of Agricultural Valuers and have:

  • Work experience of working for a utility company
  • Negotiating skills and settling compensation claims
  • ARC GIS, experience in using web/cloud based land management systems

Additional Information:


  • We operate within a framework of custom and practice, legislation and Company Policies/Code of Practice for Pipe laying and as such a high level of autonomy is required.
  • Due to the nature of the post, you will be required to travel to and from site when performing your duties and on occasion, may be required to work outside of normal working hours.
  • You will need to be comfortable working on tasks on an individual basis as well as part of a team although full training and support will be given where required.
  • This is a hybrid role offering a mix of office and home based working
