The Balance Sheet Mgmt Group Mgr is accountable for management of complex/critical/large professional disciplinary areas. Leads and directs a team of professionals.

Requires a comprehensive understanding of multiple areas within a function and how theyinteract in order to achieve the objectives of the function.

Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Generally accountable for delivery of a full range of services to oneor more businesses/ geographic regions. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Accountable for the end results of an area. Exercises control over resources,policy formulation and planning. Primarily affects a sub-function. Involved in short
- to medium-term planning of actions and resources for own area. Full management responsibility of a team or multiple teams, including management of people, budget and planning,to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval.


Team:


The team is responsible for ensuring consistent frameworks are applied globally for local entity capital structures, capital repatriation, double-leverage considerations and forecasting for local regulatory requirements in the countries.

Working with BSM andTax, the team will define and implement capital structure efficiencies, identify strategies to optimize use of double leverage in local subsidiaries and improve the effective tax rate for the firm.


Responsibilities:

Capital Structuring

  • Capital strategy will include the assessment of local country capital and alignment with risk taking capacity for interest rate risk and business growth, while being consistent with local regulatory requirements.
  • Consolidate and monitor RWA optimisation initiatives for International Treasury
  • Devise mechanism for reducing time to inject capital into Bank Chain entities or other mechanisms to provide more immediate relief where required.
  • Work with Financial Resource Management to Identify all material entities targeted to realigning capital stacks to include AT1 and T
  • Once identified the individual will work with Regional and Country Treasury teams to execute changes to the capital structures
  • The individual will also focus on rationalizing the use of Citi's OCI (Other Comprehensive Income) at risk capacity and Held to Maturity investments across local country entities with the goal to reduce capital volatility.
  • The capital structuring and costing team will assess all International Legal Entity Capital Requests (LECRs). They will also design and implement a framework for assessing all discretionary LECRs and capital retention requests alike.
  • Represent International Treasury on initiatives to utilise alternative structures such as SBLCs.
Costing for Capital

  • Review the current approach for charging for book capital and work with BSM to identify and implement potential enhancements.
  • Work with BSM and Business Treasury to ensure costs associated with debt funded equity and hedging of nonUSD capital are factored into performance assessment and returns calculators.
  • Planning of dividend repatriation from oversees will also be managed in coordination with Tax and local country/Regional Treasury teams.

Capabilities:


  • 10 plus years of experience in accounting or finance in financial services industry
  • The role is based in London reporting to the International Treasury Lead for Capital Structuring and Costing.
  • The role requires an individual with a strategic view on capital structure, market risk management experience and local entity capital management of the firm (under a variety of different regulators) while addressing all US and local Regulatory requirements.
  • The person will interact and influence senior managers across Citi
  • The role requires detailed understanding of local Capital rules, experience in managing Treasury function across multiple jurisdictions and demonstrated ability to lead discussions with business and function heads.
  • Understanding of fungibility of capital, capital eligible market instruments, Interest Rate/FX risk management, accounting rules and planning and forecasting processes is required.
  • Familiarity with Citi's international legal entity structure will be preferred.
