Job summary:

The Constitutional Policy Team provides constitutional advice to Ministers and the Cabinet Secretary.

That includes maintaining the effective relationship between the Executive and the Crown; advising and supporting in a range of constitutional matters, the Cabinet Manual, House of Lords reform policy.

This role is to fill a vacancy until the end of March 2024 and is available on temporary promotion.


Job description:

The role is a flexible one, responding to Ministerial priorities.

Key aspects of the role are likely to include:


  • Constitutional reform: providing support to Ministers on aspects of constitutional reform including the House of Lords.
  • Policy support for debates, briefings for Ministers for forthcoming Parliamentary business.
  • Providing policy support to some of the Division's priority projects, in particular on the House of Lords, a Cabinet Manual update and possible public engagement on constitutional issues.
  • Providing policy support on a number of longerterm constitutional policy projects.
  • Responding to a range of relevant policy questions, correspondence and briefing requests on constitutional matters as they arise (recent examples include debates on House of Lords appointments, constitutional conventions, changes to the hereditary peerage succession rules and the use of the royal prerogative).

Person specification:


Essential:

  • Experienced policy professional confident working within a complex policy area.
  • Strong stakeholder relationship management skills.
  • Clear and concise writing style, able to explain complex issues accurately.
  • A keen understanding of the wider political context and how our work sits within it.
  • An ability to deliver at pace to a required standard.

Desirable:

  • Understanding of the UK constitution.
