Business Unit description:

The Strategy, Policy and Public Affairs business unit turns UCAS' data, insight and expertise into impact.

Teams in the unit (Strategy and Reform, Policy, Public Affairs, and Data Research and Reporting) work together to develop and maintain external stakeholder relations and a data-led evidence base to ensure that UCAS has a credible and influential voice in higher education access, progression, and admissions matters.

The Unit's interests include all forms of higher education, including apprenticeships and options for international students.

This shapes internal and external UK policy, and underpins UCAS' Corporate Strategy and measurement of success against our strategic objectives.

About the role:


Working closely with the Head of Strategy and Reform, the core purpose of the role is to oversee delivery of UCAS' student-centered programme of reform as UCAS continues to develop and transform the admissions journey in line with the ambitions of its Corporate Strategy, Discover Your Future.


Alongside these responsibilities, the Admissions Reform Lead will advise the Head of Strategy and Reform and Director of Strategy, Policy, & Public Affairs on relevant reform related issues facing UCAS.


Coordinate and input into UCAS' stakeholder engagement with customer groups and third sector charities and organisations to gain insight and intelligence to support the ongoing direction of reform.

Lead a cross business virtual team to deliver the programme, working closely with colleagues across all UCAS business units.


Agree, set, and monitor progress against metrics to evaluate the success of the programme, reporting these across the business as appropriate.

Support the identification of key partners to advance the programme's objectives, working to establish relationships where UCAS can advance the mission through partnerships

Skills, qualifications, and experience:


  • Educated to degree level or equivalent
  • Experience of management of UK Higher Education Admissions, for example within a Higher Education Provider or a related sector organization, where an in depth understanding of the UK HE admissions landscape and processes is required.
  • Experience of using insight, trend analysis, and contextual understanding both organisationally and nationally, to make recommendations regarding strategic direction
  • Proven experience of endtoend project delivery and change management
  • Strong experience of managing without authority and the ability to lead and influence others outside of their direct team, working within a matrix structure.
  • Readiness to anticipate change and drive improvement in project delivery processes and tools to meet business and user needs.
  • Comfortable in questioning the status quo with a creative yet pragmatic approach to problemsolving.
  • Strong negotiation and influencing skills, when engaging with all levels, within a matrix environment.
  • Ability to write and present persuasively.
  • Possesses tenacity, drive and a proactive approach to recognise, intercept and address challenges early.
  • Ability to build and maintain strong relationships with key project
- stakeholders to establish support and minimise resistance to the change.
