Our Local Authority client is looking for a Head of Strategic and Corperate Finance to lead on the strategic resource planning for a directorate.

Identify through benchmarking and best practice creative ideas to maximise the impact on outcomes of alternativeservice delivery approaches.

Support the delivery of the Strategic Finance functions activities, including the direction for creating an outcome focused Medium Term Financial Strategy for both revenue and capital across the Council, and contributing to thedevelopment of the Council's treasury management strategy and management of the pension fund.

Responsibilities:

Build strong internal and external networks to maximise insight and innovation, to influence and inform corporate directors and senior management decision making on financial and wider performance, supporting the S151 responsibility to achieve value formoney.
Ensure effective governance and risk management arrangements are in place to enable sound financial management and ensure the highest standards of probity and compliance across the Authority.
Be involved in public sector wide finance collaboration, working closely with regional finance groups, CIPFA and other relevant groups and bodies to identify and assess new national policy decisions.
Represent the Corporate Director of Resources, as Section 151 Officer, and deputise for the Director of Finance as necessary, in ensuring the proper administration of financial affairs within the Directorate including compliance with professional standards,statutory responsibilities, and Financial regulations/standing Orders, reporting to the Section 151 officer on any exceptions,
To advise the Section 151/deputy Section 151 officer(s) of all financial risks resulting from Service Client decision making, escalating any concerns or issues in a timely manner whilst seeking to find resolutions for Service Manager and managing any conflictwhich may arise to resolution on behalf of the Section 151/deputy Section 151 officer(s).
Lead the process for the development and monitoring, control and delivery of the Medium-Term Financial Strategy for the Authority, providing strategic oversight and advice to the development of capital and revenue business cases, and ensure that spendingplans support delivery of the corporate plan. Use data, intelligence and insight to inform the MTFS and service delivery, ensuring considerations around all relevant and highrisk areas are captured such as Collection Fund, Temporary Accommodation, Schools,etc
