This varied and important professional HR post is one of two HR Advisers reporting to the HR Operations Manager.

The HR operational team are responsible for providing partnering support, professional advice and challenge to key managers in our organisation of approximately 400 staff.


You will actively support the operation by providing an effective and professional HR service covering the full HR generalist remit.

You will provide advice, guidance and coaching to managers and employees at all levels on complex casework and employment issues across the entire Commission.

You will also lead on specified policy development and HR projects from concept through to embedding in the business.


Job description:


  • Deliver a dedicated HR advisory service for key business managers on the full range of employment matters, including absence and health issues, conduct and capability, grievance and other employee relations matters;
  • Build and maintain collaborative and productive relationships with business managers and union representatives establishing professional credibility;
  • Act as change agent to enable transformation and change across businesses and supporting the culture of employee engagement and wellbeing to deliver improved business performance
  • Lead and /or participate in HR projects (including policy development), change management programmes and working groups as required;
  • Assist in the development and delivery of training events/workshops in areas of HR best practice to enhance the knowledge and skills of Commission managers. This includes management briefings on attendance management, performance management
  • Ensure accurate and up to date record keeping and efficient HR data management in line with data protection and compliance requirements

Person specification:

Ability

  • Ability to lead and make and maintain strong and influential relationships with a broad range of stakeholders.
  • Up to date knowledge of modern HR/people management practices
  • Working knowledge of current employment law and Employee relations
  • Ability to use coaching and engagement techniques and knowledge of employee relations issues and risks and how to advise accordingly.
Experience

  • Previous HR Advisory role in a unionised environment or similar
  • Owning and managing people issues from trigger point through to successful outcome for the business
  • Influencing decision making in business context, shaping and influencing others
  • Facilitating successful change management techniques and championing the importance of engaging leaders and employees in the change
Technical

  • CIPD qualified/part qualified or equivalent
  • Linking people activities and interventions to a business outcome.
  • How to implement people initiatives. Understands and develops metrics to measure impact.
  • Ability to analyse HR and business metrics and develop insight and solutions.
