The Building Services Engineering Project Manager to be a key member of the Capital, Estates and Facilities (CEF) Team and is responsible for supporting the Engineering Infrastructure Manager in the varied aspects of the role

Job Summary:


  • Manage backlog maintenance and capital projects from inception to completion across the Trust London Sites ensuring delivery of services in line with statutory regulations and Trust Policies and Procedures and providing high quality, positive outcomes forservice users.
  • Lead a multidisciplinary team of engineering and construction based professionals and support staff.
  • Act as a scheme manager to design and manage multidisciplinary construction/building services projects for the Trust, including where appropriate those elements outside the core skills of the role.
  • Support and advise on matters relating to all aspects of construction, MEPH services as appropriate.
  • Provide specialist knowledge within the department for reference across all projects and the Trust's estate.
  • Design, implement and project manage schemes from inception through to completion. This will include all aspects of the project such as all building services, data, telephones and building work, inclusive of decoration, flooring and the procurement of furniture,fittings and equipment as appropriate.
  • Ensure projects are resourced efficiently and effectively managed where schemes are of significant complexity or contain large quantities of work outside core skills.
  • Carry out 'value for money' exercises and technical appraisals on projects and proposals from third parties for individual schemes and hospital developments.
  • Select, employ and manage external consultants, design teams including briefing and monitoring performance.
  • Develop and present whole project business cases including clinical aspects and revenue and capital finance requirements.
  • Provide a practical and cost effective technical service to the Trust. This will encompass engineering systems evaluation, design, the investigations of any technical problems encountered and provision of economical and viable solutions.

Key Result Areas & Performance:


  • To be responsible for providing a seamless and integrated building and engineering provision for minor and major projects within the Trusts Estate.
  • To act as "Senior Project Leader" for specific multidisciplined projects which includes acting as single point of contact for the project and to ascertain the client brief and expectations.
  • Analyse alternative procurement routes in line with Trust SFO/SFIs and make value for money recommendations.
  • To provide professional expertise in aspects of building and engineering systems surveys, issue technical recommendations, develop and implement strategies for addressing noncompliant systems.
  • To act as a department specialist in area of expertise, keeping uptodate with correct practices and liaising with the Estates Team and where necessary, informing others within the department of agreed standards and developments.
  • To provide information and advice on maintenance and condition matters to Estates Management colleagues, relevant departments, related public agencies and consultants.
  • To ensure that any building/engineering work carried out on the Trust properties is carried out safely and in accordance with the Trust's and departmental policies, the Health and Safety at Work Act, the Construct Design Management Regulations etc
  • To produce a project time table using project management software to monitor the scheme progress and for integration into the overall project programme for the department.
  • Produce brief post project reports including information on variance from budget and scheme programme, client comments, contractor performance etc. 18. To commission and manage Trust maintainable assets condition surveys and life cycle costings and recommendappropriate maintenance strategies.
  • To compile ERIC data for Backlog Maintenance as appropriate.
  • To coordinate technical information from specialist subcontractors to assist with risk management to enable safe working procedures.
  • To act as one of change agents in the adoption of BIM into the Estates services arena.
  • To act as disciplinary officer in accordance with the Trust's Disciplinary Policy D
  • To deal with highly complex disciplinary issues including grievances, and bullying and harassment issues
  • To ensure compliance to H&S legislation, British Standards, statutory instruments, European Directives, NHS initiatives in area of responsibility

Qualifications:


  • Educated to Degree level in Building Services Engineering, Mechanical or Electrical Engineering related field with relevant experience.

Knowledge:


  • Knowledge of the current legislation that appertains to the field of Estates Services.
  • Knowledge of British Standards, CIBSE Guidances, Technical Resources, HTMs and HBNs Knowledge of NHS & Trust policies and procedures including standing orders and financial instructions. Robust knowledge of financial and budgetary management. Comprehensiveunderstanding of Estates services and their delivery.
  • Knowledge of service redesign and reconfiguration to achieve maximum quality and cost. Significant experience in the implementation of health and safety at a management level.

Experience:


  • Extensive experience of working within the field of Estates Services at a Senior Management level.
  • Experience or working with specifications and contract documentation where applicable, or substantial experience of managing complex multidisciplinary team of inhouse staff and contractors
  • Experience of financial, budgetary and resource management. Experience of implementing organisational change
