Waltham Forest Council is embarking on a period of organisational change and development.

The Change Team is expanding in order to be able to fulfil the requirements of our Strategic Leadership Team, and this role will be critical in supporting delivery in these new areas, working closely with colleagues across different directorates.

The Change Team has been tasked with coordinating and leading on a majority of the corporate change agenda. We need to move at significant pace to deliver a range of programmes, projects and priority areas.

In particular we are looking for project managementsupport in the planning and delivery of service reviews and implementation of new operating models that will ensure the council is optimally structured.


Responsibilities:


  • Undertake desktop research, facilitate workshops and hold interviews with key individuals
  • Research, analysis and interpretation of specialised complex information to generate ideas and formulate / source solutions
  • Synthesise large amounts of information, develop options appraisals, and make recommendations, presenting to senior managers
  • Work with external consultants, holding them to account for delivery and ensuring they are on track
Person Specification

  • Strong leadership skills and extensive experience of working at pace in a complex environment
  • A proven ability to lead teams, including matrix management, and set direction at pace.
  • Creative and innovative in finding solutions to complex problems.
  • Excellent stakeholder management skills, with experience of working across organisational barriers and influencing others.
  • Excellent organisational skills and a proven ability to deliver and manage competing priorities, with experience of working within project management principles.
  • Excellent communication and interpersonal skills with the ability to influence and motivate others at all levels, building trust with stakeholders to achieve goals.

Skills:


  • Ability to lead on the delivery and management of complex business change projects at pace, using varied methodologies eg Prince2 or Agile
  • Experience of matrix management and coordinating projects across multiple service areas and organisational boundaries
  • Experience of leading service reviews
