    Job summary

    We are looking for a Head of HRwho can lead SNEE ICBs internal People operations day to day, as well ascontributing to integrated System approaches and projects where it makes senseto do things once well across Suffolk and North East Essex. The role willevolve as the ICB People function develops.

    The Head of HR will directlymanage the operational People function including areas such as businesspartnering, change management, employee relations, HR policy and practice,staff engagement surveys, wellbeing and workforce performance. The postholder willalso manage outsourced transactional service contracts such as occupationalhealth and payroll.

    You will be a Member of the CIPDwith proven track record of successfully leading People services. Employeerelations, HR policy with employment law and best practice are essential to therole. This is alongside credibility working with senior leaders and rolemodelling compassionate and inclusive leadership.

    Please note, due to the ongoing cost reduction programme and restructure underway at SNEE ICB (due to end in Summer 2024), prior consideration for this role may be given to existing staff who are affected by this programme and this role may be removed from the recruitment process at any time.

    Main duties of the job

    Ensure day to day leadership and co-ordinationof the HR team and work in partnership with colleagues

    Support recruitment, retention and stabilitythrough effective workforce planning, aligned to current and future skillsneeds, working effectively within budget

    Ensure the delivery of a high quality,effective and cost-effective specialist and operational people service, with astrong focus on collaboration and building leadership and managementcapability.

    Develop and consult on the ICBs HR policies,procedures and processes ensuring they remain relevant, accessible, and up todate with legislative/national requirements and effective in supportingworkforce challenges.

    Contribute to other organisational policiesand collaborative system wide policies and procedures as required.

    Lead the delivery of high quality andeffective employee relations advice, providing advice on highly complex,sensitive or contentious employment cases, including Employment Tribunals,where there could be significant barriers to acceptance.

    Oversee the internal learning and ODservice. As the ICB People functiondevelops, this may include internal team management, statutory and mandatorytraining oversight, and performance and the ICBs talent and training needsprovision.

    Support the development of the ICB/ICSfunctions providing expert change management advice and leadership

    Job responsibilities

    The Head of HR will lead the deliveryof all aspects of HR including: businesspartnering, change management, employee relations, HR policy and practice,employee engagement & belonging, health and wellbeing, reward and benefits,workforce intelligence and performance and provide oversight for learning andOD/development

    The postholder will deputise for theDirector of Workforce and People, including attending senior managementmeetings and will be responsible for working collaboratively with seniorcolleagues across the ICB to provide a professional and responsive operationalHR service. The remit of the roleincludes:

    effectivelyleading and directing the business partnering team to drive value, improvementsand innovation in the delivery of people services leading or contributingprogrammes of change management and integrated working in partnership withcolleagues across the SNEE Integrated Care System (ICS) providing business partnering services to theExecutive team

    supporting the Executive team to deliver thewider operational and strategic objectives of the ICB/ICS

    supporting programmes to drive improvements inrecruitment and retention, staff wellbeing, belonging and inclusion, talentmanagement & succession planning.

    ensuring that the ICB People and OD strategyis translated into fit for purpose people plans to deliver meaningful impactand outcomes, aligned to the NHS People plan and NHS People Promise

    Essential

  • Proven track record of successfully leading HR teams to develop and deliver workforce strategies/plans, culture change and organisation effectiveness.
  • Experience of leading HR services, teams and senior HR advice in the NHS.
  • Experience of leading the development of HR&OD strategies to support service and workforce transformation.
  • Significant experience and track record of delivering change and transformation to improve capacity, capability and efficiencies
  • Specialist terms and conditions and employment policy knowledge
  • Demonstrable knowledge and experience of complex change management, TUPE
  • Handling employee relations and providing specialist HR advice
  • Experience of strategic workforce planning and workforce performance management
  • Service budget, financial management, contract management and performance experience.
  • Knowledge of best practice in recruitment and retention, employee relations, policy and procedure, staff engagement and wellbeing

  • The ability to work in partnership with clinicians and health care professionals within and outside the ICB and a partnership approach to working across organisations.

  • The skills to evaluate and learn from outcomes, with a clear commitment to innovation, learning and improvement. Able to train and deliver programmes in own specialist field of expertise and support services with OD diagnosis to inform interventions.
  • Highly effective skills and effectiveness in handling sensitive conflict resolution, facilitation/ mediation and management.
