Job description:


The Smart Metering Implementation Programme (SMIP) is a major delivery programme spanning Government and industry, replacing traditional gas and electricity meters with smart meters in homes, small businesses and public sector sites across Great Britain.

Smart meters are a key enabler of net zero emissions by 2050.

Smart meters are enabling consumers to save money by using energy when cleaner renewable generation is available and helping them to take control of their energy use and cut their bills.

They are future proofing our energy system by moving it into the digital age, making the Programme among the most significant change programmes in the history of the energy industry.


SMIP works on an exciting and complex agenda, and we need a diverse skill set to help us deliver it.

The role sits within the Non-Domestic Team within SMIP; the team responsible for setting policies regarding the rollout of smart meters to small businesses and public sector sites.

Person specification:


Key Responsibilities

  • Specific responsibilities include:
  • Developing measures (regulatory and non-regulatory) to increase non-domestic smart meter uptake and to realise the benefits of smart metering for non-domestic customers.
  • Developing and delivering measures that support the current, and future, policy frameworks for nondomestic smart metering. This may include a) developing and responding to public consultations regarding key issues with regard to the smart meter rollout and b) working with lawyers, analysts and policy colleagues in DESNZ, Ofgem and across Whitehall to identify and agree policy positions.
  • Representing the team and our interests in wider industry and crossprogramme workshops and events.
  • Monitoring and reviewing policies regarding nondomestic customer experience of smart metering.
  • Understanding implications of emerging innovative technologies for the nondomestic smart meter rollout.
  • Scoping evidence needs to inform nondomestic policy considerations.

Skills and Experience- Strong communication (oral and written), interpersonal and influencing skills, with the ability to distil and clearly communicate complex issues.

  • Policy experience in developing proposals, assessing options, interpreting data and evidence, and demonstrating good judgement and evidencebased decision making.
  • Ability to think strategically and understand how external influences can impact the policy direction and delivery of the programme.
  • Highly developed organisational skills and an ability to develop plans and see them through to delivery and completion.
  • Ability to work at pace, effectively managing competing priorities using good judgement and decisionmaking abilities.
