Job summary:
His Majesty's Naval Base Clyde (HMNB Clyde) is home to the United Kingdom's Strategic Nuclear Deterrent, Astute Class Attack Submarines, Sandown Class Mine Hunter Vessels and 43 Cdo Royal Marines.
It is an operational support and maintenance base, within the Navy Command TLB and comprises both Faslane and Coulport sites.
HMNB Clyde's primary purpose is to provide engineering and logístical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD).
This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year.
Delivery Sponsor 1.2.1, is responsible to Delivery Sponsor 1.2, DHI and the Clyde Authorise in assuring that delegated HMNB Clyde Nuclear/Explosive Safety related infrastructure projects (Nuclear Reactor Propulsion (NRP), Nuclear Weapons (NW) and Warships in Harbour (WiH) Class 1, 2 and 3 Structures, Systems and Components) support Safe, Secure and Effective operation in support of current and future Naval Base outputs.
Job description:
- Assuring compliance with the Safety Management Arrangements for the specification, procurement, delivery and through life maintenance of Nuclear/Explosive infrastructure.
- Ensuring, with the support of the Clyde Design Authority, that appropriate Hold Point Control, is imparted on the delegated Faslane Nuclear/Explosive Infrastructure Projects.
- Acceptance of delegated HMNB Clyde Nuclear/Explosive infrastructure from supply chain, assuring compliance with nuclear, explosive and conventional safety management arrangements, ensuring appropriateness of handover and operating documentation and accepting infrastructure into service.
- Ensuring compliance with the Infrastructure Programme governance arrangements; in particular those utilised to inform decision making and manage change at project and/or programme level.
- Actively promoting and maintaining a strong Nuclear/Explosive Safety and Security Culture, in particular the requirement to both comply with the As Low As Reasonably Practical principle and mandated rules whilst undertaking Authorised Activities. Ensuring industry partners are aware of their nuclear safety and security responsibilities within the organisation.
- Provision of estates/infrastructure support and advice to HMNB Clyde and wider Navy Command.
- Maintain a collaborative approach with other HMNB Clyde departments, Delivery Agents, their Industry Partners and their supply chains.
Person specification:
The successful applicant will be able to demonstrate the following essential criteria:
- The ability to build relationships at all levels across the Naval Base to promote and deliver the Infrastructure Programme.
- Excellent oral and written communication skills to prepare reports and communications.
- Demonstrable experience of planning and organising a programme of events in an operational environment.
- The ability to both lead and work within multidisciplinary teams to delivery agreed outcomes.
- Experience of working within an assurance function.
- Experience of working within a Nuclear environment.
- An understanding of MOD Nuclear Safety & Security Culture
