Role Overview


Reporting to the Harbour Standards Manager this role assists the Harbour Standards Manager to ensure Harbours compliance with the relevant legislation, the Port Marine Safety Code, the ISPS Code, ISO 9001, ISO 14001, ISO45001 and other standards to which the company subscribes.


Assist the Harbour Standards Manager in the development, implementation and maintenance of a management system designed to embed a safety and compliance culture with a focus on the Harbour operations of the business.


Assessment of proposed infrastructure maintenance and upgrades and designs for new or life expired infrastructure developments and improvements, as well as supporting the delivery and handover of new or upgrades infrastructure and support harbours oversight of such works.


Principal Accountabilities

  • Support the Harbours Standard Manager to fulfil company objectives.
  • Monitor the incident reporting system and process for incidents originating from Harbours ensuring that incidents are followed up by Operations and are escalated where required.
  • Liaise with appropriate enforcing authority, such as HSE and Fire Service, when required Review shore incident reports to identify trends and patterns.
  • Assist in production of weekly, monthly, quarterly, and annual Harbour Performance reports.
  • Provide Subject Matter Expertise to infrastructure projects (new, repair and maintenance, harbour works requests) and support during delivery, providing assistance to projects within the Strategy & Change programme.
  • Presenting and reporting internally or to stakeholders on the impacts to CFL, including written papers/reports where necessary.
  • Conduct assurance activities including audits and site visits in Harbours to assess compliance with the PMSC and the ISPS Code.
  • Assist the development, implementation and maintenance of Harbour Policies, Processes, and standards.
  • Work closely with the other members of the Standards and Performance Team and the wider business to deliver the Safety Strategy in a consistent and cohesive manner.
  • Willing to travel around the network and stay in overnight accommodation.

Assessment of Harbour Infrastructure Proposals

  • Coordinating and responding to all requests for harbour operations and infrastructure information and review of designs, drawings and documentation ensuring that harbour infrastructure requirements are fed into project documentation and support CMAL and other harbour authorities throughout the design, procurement, delivery, and handover of infrastructure projects.
  • Assess design of harbour infrastructure, where this impacts or interfaces with vessels (working with New Vessel and Infrastructure Mobilisation SMEs) or is replacing or upgrading life expired infrastructure.
  • Support review of best practice (harbour operations) and provide recommendations on harbour infrastructure designs.
  • Providing harbour Subject Matter Expert (SME) support to Harbours and Strategy & Change departments on:
  • Service continuity options and plans.
  • Port infrastructure design (e.g., port vessel interface design).
  • Provide advice on standardisation of harbour interface and equipment across the fleet / network to drive similar infrastructure wherever possible and ensure designs are suitable, resilient, and efficient.
  • Define operational requirements.
  • Review technical specifications (and any other project documentation).
  • Assess future deployment models including vessel disposal and redeployment plans, alternative vessel deployment options.

Infrastructure Delivery Management

  • Attending (where required to support infrastructure assessment) vessels, and equipment manufacturer locations for vessel, equipment and infrastructure simulations, commissioning and trial activities, predelivery inspections and consequential identification of design, delivery and handover risk and impact assessments associated with infrastructure.
  • Review of design documentation to support definition of operational risk associated with new vessel integration with harbour infrastructure including mitigation planning, and management of delivery of mitigation.
  • Where required responsible for the creation of infrastructure planned maintenance schedules in consultation with Harbour Operations including survey and inspection requirements, condition monitoring regimes and any other maintenance (where CFL will be responsible for supporting infrastructure).
