We are currently looking for an ICS Subject Matter Expert of Education and Training to support the ICS People and Culture function.


The ICS People and Culture Function are looking to utilise workforce planning information to develop a workforce education and training strategy across the system and develop career pathways working across professional and organisational boundaries with System Partners.

The postholder will work with the New NHS England (formally HEE) to ensure the system takes full advantage of commissioning opportunities.

Engagement with HEIs and other education providers to ensure new and adapted roles are developed and delivered for the system will be essential.

The ICS Subject Matter Expert for Talent and Leadership is a key member of the Integrated Care System Delivery Team and carries out a leadership role to develop strategic partnerships with education providers to ensure education delivery aligns with the system requirements and develop the supply pipeline, working as one to increase participant numbers and reduce attrition.


The postholder will lead, support, and contribute to formal negotiations with regards to training and development service provision with senior level staff from external stakeholders, providing a high level of negotiating expertise to secure the most cost-effective arrangements.

Ensure value for money, giving due consideration to all relevant factors including risk, quality, and other factors.


The post holder will promote education, learning and development activities that are at the forefront of modern thinking ensure a progressive and inclusive approach to health and care and work with Arm's Length bodies to ensure the system takes full advantage of commissioning and funding opportunities.

If you have the following knowledge, skills, and attributes, we would love to hear from you.

  • Significant direct experience in similar management role or relevant master's degree.
  • Demonstrable track record of effective working partnerships with professional groups and senior managers.
  • Able to liaise and communicate effectively with staff and managers at all levels.
  • Significant experience of juggling conflicting priorities and multiple tasks.
  • Proven ability to motivate, persuade and influence.
  • Demonstrable experience of successfully managing complex projects within timeframe and budget.
  • Proven ability to be decisive, adaptable, and flexible.
  • Demonstrable experience of problemsolving with the ability to respond to sudden, unexpected, and changing demands.
