Job summary:

The Sovereign Base Areas (SBAs) of Akrotiri and Dheklia compromise a UK Overseas Territory (OT). Owing to their unique defence-related nature, the SBAs are funded and supported by the Ministry of Defence.


British Forces Cyprus (the resident military population) work alongside the Sovereign Base Area Administration (SBAA) in a joint headquarters based in Episkopi.

Together, the two organisations are charged with ensuring the effective use of the SBAs as military bases.


The HQ BFC Estate requirements team works with HQ BFC branches, SBAA, on island units, UK StratCom Infra and DIO to ensure that current infrastructure and future infrastructure requirements are cohered and prioritised to deliver UK StratCom's and Commander British Forces Cyprus' intent and vision within budget and resource constraints.


SO2 Estate Requirements Policy and Plans is a demanding role requiring dynamic leadership to cohere and prioritise estate requirements across BFC and the SBAA.

This position is advertised at 37 hours per week.

Job description:


SO2 Estate Requirements Policy and Plans supports the SO1 in their key objective of: Co-ordinating Estate Requirement (ER) Policy and Planning across BFC.

This will deliver an estate that contributes towards Defence transformation (more efficient and professional) and is aligned to Cyprus modernisation ambitions.

To achieve this, you will be required to engage with stakeholders within UK StratCom Infra (funding authority), BFC (end users) and the Defence Infrastructure Organisation (DIO) (delivery agent); including their prime contractor and subcontractors.


This is a key position requiring excellent stakeholder management and communication skills to ensure that competing estate requirements are prioritised and aligned to BFC modernisation needs whilst remaining within UK StratCom budget and DIO delivery resource constraints.


Person specification:


Priorities during the 4- year tour include:

Estate Requirements Plans:

  • Draft Statements of Need (SON) for infrastructure change projects in BFC
  • Oversee the management of Minor Works SON.
  • Manage and prioritise injections to DIO.
  • Manage BFC's Virtual Bank Account allocation.
  • Approve DIO works within financial delegation.
  • Drive rationalisation of Cyprus estate through the Estate Strategy and Project UPMINSTER
  • Draft business cases to obtain funding
  • Support SO1 ER in coordinating estate planning between BFC branches, units and DIO Cyprus.
  • Work closely with DIO Cyprus Plans & Programme team to prioritise sustain and change work and ensure it is coherent with HQ BFC's plans and priorities.
  • Work closely with DIO Soft FM to ensure delivery of contract meets BFC priorities
Estate requirement Policy

  • Develop and maintain Cyprus specific policies for estate and infrastructure, projects and facility management.
  • Review and republish ER owned BFC SOPs annually.
  • Policy lead for BFC lettings and encroachments.

Estate requirement Coherence and governance:

  • Undertake line management, mentoring and countersigning tasks as required by the role. This role has 1 direct reports and 0 countersigning roles.
  • Undertake learning and development and upskilling as required.
  • Deputise for SO1 ER at monthly DIO liaison meetings with Stations
