Job summary:
The Defence Safety Authority (DSA) is responsible for the regulation of Defence Health, Safety and Environmental Protection, operating under a Charter from the Secretary of State for Defence (SofS).
The DSA provides independent assurance direct to the SofS that the law is complied with and his policy on safety in Defence is being promoted and implemented whilst Defence activities are conducted.
This regulation is achieved through proportional and appropriate evidence-based assessment of the activity that supports the Defence's operational imperatives.The DSA hosts Defence safety regulators across all operating environments and incorporates the Defence Accident Investigation Branch (DAIB) and an HQ within a single independent organisation led by a 3* military officer.

The Defence Fire Safety Regulator (DFSR), has a duty to audit Fire and Rescue Services operating in Defence.
The role is embedded into the Fire & Rescue (Oversight and Assurance) (FSR F&R(OA)) team and requires the Fire and Rescue Inspector (FRI) to analyse and evaluate information gathered during audits; to determine compliance with Defence and Statutory Regulation and ensure conformance with organisational policy, procedures and instructions.
The role crosses boundaries into Aerodrome Rescue Firefighting (ARFF), Structural Firefighting, Major Accident Control Regulations (MACR) and Military Aviation Authority (MAA) Activity.
The FRI must consider if the F&R capability is equipped to fulfil its tasks and may include the support of other Fire Authorities.
The scope of the role extends to the UK (including NI) and military locations overseas.
Implement and maintain assurance through audit, to ensure the FRS follows Defence Regulation, MAA Regulatory Articles, and Defence Codes of Practice, functional Health Safety Environment Protection (HS/EP) policies.
Support Defence Ordinance Safety Regulator (DOSR) with audits at MACR sites, providing assurance on the emergency planning and response arrangements.
Take any necessary enforcement action (EA) in accordance with DSA policy and follow up agreed action plans until closed out.
Support the DFSR Senior Fire Rescue Inspector in the development and review of Regulations, Standards, and related guidance as part of continuous improvement.
Represent DFSR on DSA Policy Working Groups, Aviation Working Groups, FRS Working Groups and sharing safety-relevant intelligence, information and analysis with colleagues working in DSA and other areas of Defence.

Person specification:
Essential
The individual will be expected to have experience in Aerodrome Rescue Fire Fighting (ARFF) and Fire Rescue Service (FRS) operations in the built environment possessing audit and evaluation skills.
A knowledge of ARFF Regulations, North Atlantic Treaty Organisation (NATO) Standardised agreements, Civil Aviation Standards and National FRS Occupational Guidance.
You must be capable and able to travel as part of your job which will take you to numerous UK and in some cases overseas locations to conduct your duties.
Desirable
Knowledge of audit and assurances processes.
Knowledge of Defence Major Accident Control Regulations (MACR).
