About the role:We are looking to recruit a Nutrient Management Officer to join our Planning Policy Team on a fixed-term, full-time basis.


To work collaboratively internally and externally to facilitate water quality improvements to the riverine and marine Special Areas of Conservation (SAC) catchments in Ceredigion.

And to take a strategic lead role on the development of measurement, mitigation and offsetting measures and solutions in supporting the Authority in achieving nutrient neutral development.


On a day to day basis you will:

  • Be the specialist lead on nutrient management and water quality within the Council
  • Participate at SAC Nutrient Management Boards, and relevant subgroups, and to support and contribute to the development of Nutrient Management Plans
  • Facilitate and support the delivery of relevant actions and projects in Nutrient Management Plan
  • Engage and work collaboratively with a range of public, private and voluntary sectors to reduce nutrient levels in riverine and marine SACs in Ceredigion
  • Liaise and collaborate with other Nutrient Management Boards, including the sharing and learning of best practice
  • Work proactively to seek and identify opportunities for shared working and expertise sharing
  • Support the Authority in securing solutions and mitigation for achieving nutrient neutral development and water quality improvements
  • Provide specialist advice, support and guidance to all stakeholders in the use and interpretation of a phosphate / nutrient calculator
  • Prepare and contribute to written and verbal reports
  • Communicate and disseminate relevant information and to deliver seminars and training events
  • Contribute to the provision of a professional and efficient service, interpreting and advising on all aspects of planning legislation
  • Represent the Council at public meetings and public inquiries concerning Nutrient Management matters as required
  • Collate data and information from relevant bodies
  • Fully support the Corporate Manager, Services Manager Planning Policy and in the delivery of the Planning Policy service
  • Carry out any other work as instructed by the Corporate Manager Planning Services and the Service Manager and Planning Policy commensurate with the salary and grade of the post
  • Cooperate with their employer and follow health and safety advice and instructions

We are looking to recruit an individual with:

  • Good IT skills e.g., use of word, excel, access, mapping formats
  • Ability to communicate clearly and articulately by written format and face to face
  • Ability to listen effectively to a range of different stakeholders and deal sensitively with their needs
  • Ability to work as part of a team
  • Able to build effective working relationships within and outside the service areas at all levels within the organisations
  • To communicate impartially and effectively with a wide range of people at various levels
  • Experience of project management
  • The ability to prepare written reports
  • Good analytical skills and an ability to identify actions arising from data/monitoring information
  • Ability to work with limited supervision and to work to tight deadlines
  • Ability to manage competing priorities
  • Experience in analysing and evaluating opposing viewpoints, balancing conflicting requirements and expectations and drawing together reasoned balanced conclusions
  • Ability to pay attention to detail
  • Selfconfident with personal drive, to work flexibly and under pressure with a positive and constructive attitude
  • A strong commitment to providing a high quality service to the public and strong commitment to customer satisfaction
