Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Department for Work and Pensions commercial team delivering departmental objectives.


Job description:


Having a great attitude and the ability to react confidently and effectively to issues as they arise are seen as keyattributes in being able to excel in this role; being flexible and able to form relationships with a wide variety of stakeholders and colleagues, taking responsibility for outcomes.

Building close and productive working relationships with senior budget holding stakeholders within DWP, including at executive team level (Directors General and Permanent Secretary) to ensure DWP's Commercial Directorate is truly engaged with and influencing decision making within the Department.


Supported by a team of category specialists, the Chief Commercial Officer will oversee the management of a wide range of category management activities including market engagement, development of sourcing strategies, spend management, commercial contract management and supplier relationship management.

They will be building on and developing strong relationships with key stakeholders within the Department as well as related and dependent organisations across central government and the wider public sector.

They will have responsibility for commercial management of significant expenditure and contracts with total annual spend of c. £3bn.


Person specification:


As a senior member of the Government Commercial Function you will also actively participate in the leadership and delivery of the wider function: Raising standards by improving commercial skills and capability, by using the professional curriculum and implementing the cross Government commercial standards.

You will play a role in the broader commercial reform programme led by the Government Chief Commercial Officer including contributing time as an assessor at the Assessment & Development Centre to ensure continuing high standards.


Technical skills:

We'll assess you against these technical skills during the selection process:

  • Significant experience of leading a sizeable, geographically dispersed commercial/procurement team at a senior and strategic level in large-scale, complex organisations, developing commercial strategies, supporting and enabling transformational change
  • Evidence of excellent business judgement and highly effective negotiation skills, able to intelligently weigh risks and exercise rapid decision making in complex and frequently ambiguous situations and
  • Demonstrable experience of influencing decisions and building highly effective and trusted relationships at board/executive level with key senior stakeholders and suppliers within a fast moving, commerciallyfocused environment
  • Ability to effectively manage and navigate short, medium
