City and Hackney Public Health Service is a vibrant and dedicated team, serving the populations of both Hackney and the City of London.

Within the public health service the substance use team are an innovative and passionate team delivering high quality services and initiatives to people who use drugs and communities affected by drug use.


We are committed to ensuring that no one using drugs is excluded from positive engagement in their own health and wellbeing, as well as ensuring that routes away from drug use are accessible and desirable to further reduce harms to individuals and communities.

The successful postholder will play a pivotal role in supporting the delivery and development of systems aimed at reducing drug harms


This includes:

  • Supporting in the delivery of strategic and operational working groups as part of the City and Hackney Combating Drugs Partnership.
  • Developing strategic responses to presenting needs.
  • Supporting and leading in the commissioning and oversight of projects.
  • The line management of members of the substance use team.
  • Think strategically and creatively to ensure achievement of aims
  • Be creative and able to adopt/deliver new approaches.
  • Be solution focussed and be highly reflexive in response to challenges.
  • Have a good understanding of multiple exclusion, comorbidities and supporting vulnerable populations.
  • Lead and inspire others to achieve, including through direct management.
  • Be relied upon to deputise in highly political situations, including with central government where necessary.
  • Hold themselves and others to account to deliver the best possible services for vulnerable people.
  • Understand the role of lived and living experience in helping to shape and continuously improve responses to drug related harms
  • Understand drug use, including:
  • The effects of different substances
  • The reasons why people use drugs
  • Treatment and support options available to people
  • Have good awareness of other services available for vulnerable populations including homeless services and statutory social care provision.
  • Be committed to reducing inequalities.


It is an exciting time for the Substance Use team, with increases in funding and a willingness to develop new approaches to working with people who use drugs.

The postholder will be able to help shape a new future for substance use systems and services, and will have the opportunity to increase the impacts that can be made in the lives of particularly marginalised and vulnerable peoples.
