Job description:


Ensuring our workforce has an effective payroll delivery service is critical to good employee experience, and the People Business Services Team (PBST) are at the heart of this activity.

We deliver for and support all employees, including the SCS and Ministers, with payroll transactions, enquiries and onboarding working closely with our shared services provider.

We also have a strong focus on developing the Cabinet Office's ambition to improve overall customer experience through interactions with payroll services, systems and departmental guidance.

You will be responsible for:

  • The leadership and line management of the PBS operational team (3 HR Officers and x1 HEO Payroll Operational Compliance & Improvement Lead ) to enable the delivery of business critical payroll activity, meeting operational deadlines and providing a quality customer service.
  • People management responsibilities that include developing the capability of your people, delivering the performance management cycle and providing opportunities to develop capability as well as setting direction.
  • Delivering a quality operational service, producing performance and data reporting and making sound recommendations.
  • Working with key stakeholders across the business (e.g. CSHR, Pay & Reward, Security, HRBP's) and managing services provided by third parties (e.g. SSCL).
  • Delivering daytoday operational activity, managing the relevant governance and wider requirements in the COHR Team (e.g. data, project management, audit), and responsibility for dealing with complex queries, cases, and escalations to ensure both immediate and future proof resolution.
  • Ensuring all PBST processes and practices are fit for purpose and embedded within the department, to meet business needs and provide a positive user experience. This ranges from drafting policy/guidance changes, understanding current and identifying best practice, implementing system changes, to delivering process training.
  • Leading key projects as required as part of wider cross government initiatives, developing CO's longterm selfservice requirements, and improvement work.
  • Working flexibility across the wider HR Operational teams if required to deliver new and emerging priorities.

Person specification:


The essential skills for this role are:

  • Experience of and strong desire to lead a successful HR people teams or similar and deliver outcomes in a fast paced environment with a focus on excellent customer service.
  • The ability to produce operational reports from data and that provide recommendations and manage risk.
  • The ability to build and maintain excellent working relationships with internal and external stakeholders.
  • Strong organisational skills with the ability to effectively manage and prioritise workload at pace.
  • Able to take a pragmatic approach and make sound judgements to resolve complex issues
  • Strong written skills with high attention to detail to communicate effectively, using the appropriate approach to maximise impact.
