Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our DCMS commercial team delivering departmental objectives.


Job description:


Working on important and prestigious projects, programmes and policy initiatives, the role will inject commercial advice and best practices across the department and associated organisations to proactively enable the delivery of best value outcomes.


Previous assurance experience is advantageous, but what is more important is full commercial lifecycle and procurement experience and the ability to build relationships with a range of stakeholders.


Person specification:


  • Be the Commercial and Procurement Assurance Manager for the DCMS Commercial Directorate across all its undertakings;
  • Develop and manage the governance and assurance framework and underlying processes, assuring procurements and contracts, working in conjunction with Commercial Business Partners and stakeholders across all business areas and DCMS's Arms Length Bodies;
  • Work independently and carry out assurance of procurement documentation, including procurement strategies, tender report and contracts; report and provide commercial assurance, as part of the Commercial Assurance team, to the Commercial Assurance Board as a key adviser on relevant (investment and corporate) committees and programme boards;
  • Take personal responsibility; challenge and hold stakeholders to account, create an environment that acts as a catalyst for continuous improvement; provide advice, support and training to develop innovative commercial solutions to meet Departmental objectives and increase efficiency;
  • Engage and influence stakeholders across the department and wider non departmental public bodies community so that they support and commit to the government's commercial strategy and its implementation;
  • Provide professional commercial & procurement advice to ensure the department meets any and all central government requirements, achieve best value and effectively manage risk for thirdparty goods and services.
