Description

The post holder should have highly specialised Hard FM knowledge, experience and qualification across a diverse healthcare estate portfolio and be able to manage multiple workstreams.

The post holder should demonstrate excellent leadership as well as change management skills.


You will be expected to develop an extensive and accurate knowledge of the condition of the estate, to assimilate and share complex information covering various aspects of Hard FM Services.


This post holder will exercise a high degree of autonomy, working independently within broad occupational policies and guidelines to ensure that quality standards, statutory and mandatory requirements governing all aspects of Hard FM services are met.

The successful applicant may have contact with patients or service users.

The post holder is responsible for:

  • The operational management of the Hard Facilities Management (FM) services at QTS, which are delivered through a combination of in-house and contracted partners. This includes staff, performance and contract management of services and associated reporting across the estate.
  • Ensuring statutory and mandatory compliance, as well as business continuity across the estate, and a safe environment for all service users, staff and visitors.
  • The development and implementation of policies, procedures, and processes, in alignment with the strategic planning and development of the estate and Hard FM services.
  • The effective management of Hard FM revenue and capital budgets to ensure the provision of highquality, costeffective and value for money services.
  • Providing specialist advice for Hard FM services and undertaking Authorised Person (AP) duties.
  • Setting an example in modelling QTS values and behaviours.
  • The post holder will deputise as required for the Director
  • Hard FM & Contract Performance at meetings and/or sub committees.
QTS operates as a wholly owned subsidiary of Central and North West London NHS Foundation Trust (CNWL).


Established in 2017, QTS provides a broad range of Estates and Facilities services, spanning strategic operational delivery through to estates maintenance and repairs, primarily within mental health and community healthcare settings.

  • Responsible for Hard FM services across the estate (including reactive work, planned maintenance and contract work), ensuring compliance with statutory and mandatory requirements and that appropriate standards, quality and specifications are met.
  • Acts as an escalation point for critical operational issues. Available oncall as required as part of the business continuity management.
  • Responsible for the appointment, management, and coordination of Authorised Person (AP) and Responsible Person (RP) on behalf of QTS.
  • Acts as the Trust's RP and AP for specific areas in accordance with HTMs (up to three areas in total).
  • Provides appropriate specialist knowledge, technical and professional advice and professional leadership on all Hard FM issues and related business management practices.
  • Ensures effective communication and engagement with key stakeholder groups as appropriate, such as the QTS Capital and Assets team, site services, to contribute and support the successful management of the property portfolio.
  • Actively promotes Hard FM services across QTS and partners, representing the team at internal and external meetings, including senior management meetings, patient and staff partnerships forums.
  • Contributes technical advice to designated committees, such as Water Safety Group, Ventilation Safety Group, Electrical Safety Group, acting as chair and / or deputising as required.
Governance, Risk & Compliance

  • Ensuring that the maintenance of buildings, grounds, and delivery of Hard FM services of all QTS managed sites are to the required healthcare standards and meet relevant statutory legislation and building regulation such as Health Building Notes (HBNs), Health Technical Memorandum (HTMs), Department of Health (DH) Guidelines, Health and Safety requirements and Trust Policies and Procedures, including environment sustainability and Net Zero Carbon requirements.
  • Safe working practices, Health and Safety and other legislative requirements relating to the building fabric and environment.
  • Ensuring that any Capital projects handed over to the Hard FM team meet agreed procedures and required standards.
