Job summary:


The individual will support the Chief Risk Officer with developing the department's Enterprise Risk Management Framework, ensuring it is fit for purpose, simple to understand, and that it works with and for the department.


The role holder will be responsible for of all aspects of the Risk Framework from risk identification, assessment and monitoring to development and production of regular Risk Reporting for the Risk sub-committee, Executives, and the Board Risk Committee, in order to support / ensure an effective risk governance.


The role reports to the Chief Risk Officer and will be responsible for the management and development of a small team of cross-functional risk specialists.


Job description:


  • Responsible for developing the Enterprise Risk Management Framework, ensuring it is complete, well documented, effective, and aligned with the Orange book
  • Developing an appropriate monitoring plan to measure adherence to risk appetite and other elements of the framework, across the department and its Arm's Length Bodies (ALBs)
  • Provide support and expertise to the business in defining Risk Appetites
  • Take a lead position on the Enterprise Risk Embedding plan, helping the Enterprise Risk Team in fulfilling its 2nd line of defence responsibilities by providing effective support and challenge, across the department, to ensure adherence to documented policies, appetites, control standards, risk processes and procedures
  • Responsible for leading the relationship with the supplier of the department's risk system
  • RADAR, and ensuring training on, and ongoing development and maintenance of the system is undertaken regularly to ensure its functionality is optimised to enable maximum and effective use across the department
  • Responsible for providing 2nd Line support and challenge on departmental wide activities across all Enterprise Risk Categories including Operational, Counter Fraud, ALB, Strategic, Information Security, and Operational Resilience Risk, ensuring weaknesses are reported and escalated in the appropriate manner.
  • Responsible for developing and producing regular risk reports for Risk Sub-Committee, Executive Team and Audit & Risk Committee, containing relevant content to ensure management have enough information to inform effective risk decision making and that the department is clear on its risk exposures.
  • Responsible for supporting the delivery and embedding of a strong risk culture across the department, including developing and presenting training material on all constituents of the Enterprise Risk Management Framework
  • Develop and nurture relationships with key stakeholders across all levels of management across the department, always being an advocate for the Enterprise Risk Framework. Including collaborating with Internal Audit and other assurance providers to support combined assurance and risk management

Person specification:


  • Strong knowledge and experience as an Enterprise or Operational Risk manager with at least 5 years' experience of working in Enterprise / Operational Risk Management
  • Confidence to engage with stakeholders at all levels in providing advice and/or constructive challenge.
  • Strong communicator & influencer with the ability to affect change
  • Prior involvement in preparing reports for executives, risk committees and board
  • Experience working in Enterprise risk and/or Operational risk is essential.
  • Deep understanding of nonfinancial risk and control frameworks
  • Pragmatic in approach to problem solving and strategically minded with a focus on overall department's delivery objectives
  • Works seamlessly and intelligently across boundaries, collaborating with and drawing on resources from across MHCLG, Government and externally.
