Product Owner - Inside IR35

Contract Term: 12 Months

As a product owner working at the working level, you'll be responsible for making sure that quality products and services are delivered.

You'll make sure they meet the needs of the people who use them and that they meet the Department for Work and Pension's goals.

You'll also provide guidance and management support to delivery teams.


As a Product Owner your main responsibilities would be:

  • Work collaboratively with the product development unit lead (the unit lead is accountable for the unit's products through their lifecycle, and is responsible for how they're delivered) to ensure your teams deliver quality services in line with your vision
  • Own, explain and manage the product definition and user needs at all levels of government
  • Coordinate and prioritise the work of several delivery teams within your unit
  • Own the vision and scope of your unit
  • Make sure the unit's teams work collaboratively
  • Look for opportunities for collaboration outside the unit
  • Be aware of wider departmental priorities
  • Coordinate the backlog across your products to deliver value and reduce duplicated work
  • Prioritise products in the unit
  • Work with the unit lead and governance bodies to agree starting new work in the unit, or stopping work where applicable
  • Be responsible for the endtoend delivery of the product
  • Be responsible for designing, developing, building and testing secure product solutions for the current and the future
  • Lead and direct specialist service teams in monitoring, operating, and supporting technical solutions
  • Be responsible for operational relationships with suppliers
  • Make sure services and products developed in house or provided by suppliers are in line with industry best practice, and regulatory and contractual requirements

You'll have relevant experience in:

Have a deep understanding and experience of using product management techniques, including:
defining a product strategy

defining a product roadmap

shaping, owning and delivering a product vision based on user needs

defending your product vision to challenge

making sure products and services are created with user needs at the Forefront

creating, managing and prioritising backlogs

  • A high level of digital literacy and capability; intellectually strong as well as an excellent communicator; highly articulate and with great leadership skills, comfortable influencing up to Director General level in order to effectively engage with a wide range of digital specialists, suppliers and stakeholder communities and an aptitude for striking a balance between strategic innovation, user needs and operational pragmatism
  • Have strong leadership skills so you can play a significant role in shaping and developing the capability of product owners in your hub, with experience leading multiple product teams and of managing other product owners or managers
  • Have experience of dealing with largescale corporate or government projects within complex organisations and working with security related stakeholders and expert teams to enable secure development
  • Have experience of managing budgets
