IT Commercial Officer - Inside IR35**
Contract Term: 6 months

We require experienced IT Commercial Officers who are driven, dynamic individuals capable of delivering effective commercial solutions at pace.

You will provide commercial advice, guidance and leadership within the commercial team and wider CH stakeholders across a large portfolio of work in Digital, working to challenging time scales; delivering core IT services as well as supporting transformation activities.

The commercial team at Companies House is split into two core teams.

Commercial Delivery support the first stages of the procurement cycle from end user demand through to tendering, and contract signature.

From contract signature the Supplier Performance Team takeover all contract management activity. This role sits within the Commercial Delivery Team, and is strongly focused on new procurements, and existing contract renewals.

You will be pro-active and demonstrate strong commercial knowledge, understanding the procurement lifecycle, the Cabinet Office Sourcing Playbook and work in accordance with the CH commercial operating model.


You will be motivated to achieve best value for money by implementing best practice commercial activity and working closely with colleagues across the Digital delivery team and the wider Commercial Directorate.

You will be passionate about creating change by contributing to an evolving Category Team and you will have the resilience and skills to both challenge, inspire and lead others within the team and wider CH stakeholder community.

You will form robust and trusted relationships working collaboratively to solve complex problems and achieve the best outcomes


Responsibilities:


  • Direct support of the DDaT Commercial Category Lead, including the operational management of commercial pipeline, existing contract end dates, renewals and exits actively working on multiple live contracts.
  • Adhere to and advice customers on Organisational and Commercial governance. Attend boards to present procurement strategy, outcomes and recommendations.
  • Provie regular status and progress updates to both the Commercial Leadership team, and key stakeholders.
  • Providing Commercial guidance to stakeholders in line with Public Contract Regulations 201
  • Utilising your expertise, ensure Stakeholders are appraised of the relevant alternate and compliant routes to market.
  • Challenge the status quo by suggesting alternative options based on your expert knowledge of the market for consideration.
  • Motivate stakeholders to achieve contract and relevant organisational objectives, using your expertise to identify future proofing measures, including leading on development of KPIs during the requirements gathering stage to maximise value over the contract duration.
  • Managing risks identifying, monitoring and mitigating risks relating to DDaT delivery partner contracts.
Required experience

  • Experience of supporting IT/digital procurement with an understanding of an organisations IT infrastructure.
  • Experienced and competent in IT related PCR compliant procurement.
  • Is an excellent communicator, with significant experience of building strong collaborative partnerships with internal and external stakeholders.
  • Is dynamic and able to deliver at pace, managing multiple contracts and workstreams.
  • Has excellent commercial experience, both with commissioning digital technology suppliers and in monitoring supplier performance.
  • Has strong negotiating and influencing skills, with experience of delivering excellent outcomes.
  • The ability to make effective decisions under pressure.
  • Has a working knowledge of Crown Commercial Services frameworks such as DOS, G-Cloud and DSP.
  • Has a good working knowledge of the Government Service Standard and delivering digital services.
