Job description:
- We are looking to recruit an HEO in the Hydrogen and Industrial Carbon Capture Business Model team to help design the future hydrogen allocation rounds that will financially support projects to make the hydrogen economy a reality.
- The focus of this role will be the design and delivery of future allocation rounds (HAR3 onwards). You will help to find an allocation mechanism which allows us to scale up deployment while ensuring that projects are value for money. You will take into account learnings from previous rounds and monitor how the hydrogen economy develops internationally. The role will involve policy making and engagement with a number of DESNZ teams, HMT as well as industry and external advisors.
- Our team sits within the Hydrogen and Industrial Carbon Capture Directorate, a fastpaced and exciting directorate that is at the heart of DESNZ energy and climate policy.
Person specification:The role may involve: - Design and development of an allocation process starting from Hydrogen Allocation Round 3 (HAR3).
- Work closely with other hydrogen policy teams such as hydrogen demand, hydrogen international, business model and production strategy.
- Support the review of the allocation process which will determine the form of rounds from HAR
- Analyse cost and benefits of hydrogen projects and support the assessment of ongoing rounds.
- Engage with academic experts and literature regarding auction design.
- Present to senior internal and external stakeholders.
Skills and experience
Skills, experience and qualifications (essential):
- Experience in considering different options and reaching consensus across multiple teams.
- Strong interpersonal and communication skills with the ability to build and maintain relationships with internal and external stakeholders.
- Clear written and verbal communication skills, with experience of communicating complex matters to different audiences.
- Experience of delivering policy towards industry stakeholders.
- Experience in energy and decarbonisation policy (e.g. hydrogen, CCUS, electricity, renewables).
- Background in economics
