Job description:


Would you like to deliver critical policies for addressing energy security and climate change? In 2019, the UK became the first major economy in the world to legislate to have "net zero" carbon emissions by 2050, meaning we will no longer be a net emitter of greenhouse gases which contribute to climate change.


Energy Systems and Networks Directorate work is at the heart of one of the biggest transformations the UK's economy will need to go through over the next few decades.


Our objectives are:

  • Establish the governance needed to support the future energy system, including establishing the National Energy System Operator at the heart of the system by or in 2024.
  • Ensure the transmission and distribution networks, on and offshore, are delivered when and where they are needed to support energy targets, at least cost to consumers, communities and the environment.
  • Facilitate the development of a smart, flexible and digitalised energy system which supports changing sources of demand and generation.


Accelerating the country's domestic supply of clean and affordable electricity will help to drive down bills and increase energy independence - but this also requires new network infrastructure to support it and the electricity network is increasingly recognised as crucial enabler for a secure, net zero electricity system.

Work is already underway across Government to improve strategic planning of network infrastructure, including improving the consenting process, reducing community impacts through the strategic approach to network design and expediting Ofgem's regulatory approval process.

However, we recognise that more needs to be done.


Our team provides strategic oversight of the overall approach to electricity networks policy, a Ministerial priority as the network needs to transform at an unprecedented scale and pace.

We lead and coordinate advice to Ministers on cross-cutting issues and work closely with other policy teams to lead on electricity network strategy and engagement.

We also have a Project Management Office (PMO) and lead on governance for the electricity networks programme.


Person specification:


You will play a leading role in providing strategic oversight of the overall approach to electricity networks policy and our communications and engagement approach.

This is a high-priority role given the strong and growing interest from across Government, Parliament, media, and external stakeholders in the key role of networks as an enabler of energy security and net zero.

You will be expected to work independently and with high levels of responsibility when managing a directorate wide communications hub.

The way government engages with the public on the need for, and benefit of, new network infrastructure is a high priority and you will be at the heart of shaping this strategy.
