Role Purpose


Tower Hamlets Council and Tower Hamlets Clinical Commissioning Group (CCG) have an integrated approach to commissioning health and social care services.

As a Commissioning Officer your role will be to ensure that Tower Hamlets is at the forefront of commissioning and delivering excellent services in health and social care.

If you have experience in coordinating projects, knowledge of person-centred approach, supporting service redesigns, analysing what "good" is to make services even better, then this role is ideal for you.

Key Responsibilities

This role provides the opportunity to join a dynamic and enthusiastic Integrated Commissioning team in a busy inner-London borough.

Our well-established commissioning service works with partners to develop and deliver high quality services and solutions that meet the health and care and support needs of adults and their families and carers.

The role of Commissioning Officer covers a broad range of functions covering all aspects of the commissioning cycle. You will work flexibly across different areas, e.g. commissioning for bed based settings, such as care homes, extra care sheltered housing etc.


Your role will be to ensure that directly commissioned suppliers comply fully with Contract and Service specification requirements and to ensure providers deliver responsive and person centred services to the residents of Tower Hamlets.


You are required to conduct regular visits to services, establishments and individual clients as required by the service using a range of quality monitoring tools and methodologies and ensuring that the Contract management Dashboard is updated regularly with monitoring activities.


You are expected to have sound knowledge and understanding of the monitoring process in relation to contract management and the ability to analyse difficult problems including responding to high levels of complaints and safeguarding alerts.


You will have experience of engaging stakeholders including service users and carers, recognising them as equal and expert partners across the health and care system and ensure you provide commissioning and project support for the transformation of key services in Tower Hamlets.

You must be a self-motivated person who can work innovatively, on own initiative and to deadlines. You must have first rate communication and community engagement skills.

It would be advantageous if you have experience of data and process analysis and an understanding of the health and social care pressures facing inner city areas.

You will need demonstrable experience of working with senior managers; influencing change; ensuring that all partners are committed to transforming services; and aligning health and social care services so that they support, educate and enable service users and carers.
