Description
Our marine based client requires a Marine Specialist for a full-time, permanent position to be based in Gourock. This role will assist the Performance Assurance Manager. If you enjoy carrying out internal audits (ISM, ISPS) within the Fleet Management department and vessels and investigating incidents with the objective to establish causal influences and corrective action. The Marine Specialist will provide the marine safety and environmental assurance function of the Standards and Performance department across vessel operation and management activities.
THE SUCCESSFUL APPLICANT
Essential:
Lead Auditor qualification for ISM.
NEBOSH (General Certificate) or SVQ Level 3 Occupational Health and Safety or equivalent industry experience.
Experience in auditing and investigation.
Certificate in incident investigation.
Experience in commercial ship operations and management.
Theoretical and working knowledge of both International and Domestic Safety Management systems and related Marine Safety Regulations.
Good understanding of UK domestic shipping industry standards and regulations, including UK flag and Class rules for domestic passenger ships.
Keen analytical and problem-solving skills which support and enable sound decision making/mature judgement.
Able to demonstrate sound understanding and application of the PMSC, ISPS Code, ISM, ISO 9001, ISO 14001 and ISO 45001 and the requirements of these standards.
Experienced in working with internal and external auditors, in particular the MCA and Lloyds Register.
Experience of working with reporting and analysis software systems.
Full driving licence.
Desirable
STCW Deck Officer CoC.
Experience in quality management systems, processes, and procedures.
Experience in data visualisation and presentation.
JOB DESCRIPTION
Provision of safety and environmental assurance function of the Standards and Performance department across vessel operation and management activities providing guidance, leadership, advice, and direction.
Collaborate with the Governance, Risk and Assurance team and the Fleet Management Department, empowered to stop work where deemed necessary to ensure safety of delivery of vessel management.
Conduct audits on the Fleet Management Department and vessels in accordance with the requirements of the ISM and ISPS codes to ensure policies, processes and procedures are being used correctly, are appropriate and continuously improved.
Where necessary stop work, or escalate to Head of / Director level, if needed due to quality concerns or where standards are not being met.
Develop and manage audit plan of Fleet Management Department and vessels.
Where needed, lead or support investigations, provide independent investigation capacity for issues highlighted by the Fleet Management Department, conduct more complex investigation and root cause analysis and produce reports recording and monitoring any actions raised as a result.
Management of department processes should be in line with company expectations and ensuring consultation is completed with relevant process reviewers when adding, amending, deleting, and reviewing owned processes.
Support identification and introduction of new and innovative approaches to measure fleet, fleet management and own department performance.
Review and monitor reports and dashboards on such performance and highlight areas where performance is below expectations or agreed limits for action.
Support optimisation of effective and efficient ways of working within the Department and Fleet Management Department; reviewing management information from a variety of data streams to improve fleet management decisions and drive performance improvement.
Assisting with business wide projects, ensuring that they are supported from a marine safety point of view where necessary.
Supporting management of customer and wider business complaints, lessons learnt and issues that have a safety impact on vessels. Completing relevant actions, supporting other action owners with relevant advice and monitoring of progress of actions to close out.
Participation and chairing in specified meetings as directed by Performance Assurance Manager.
Work collaboratively with the Fleet Management Department to ensure quality of service to ferry users, and maximising Marine and Technical Quality and fleet performance, resilience and reliability.
To support Continual Improvement processes and improve the processes and procedures for assurance and quality management systems, ensuring lessons are identified and learned post every event and shared and aligned with wider stakeholders.
