The post holder will be responsible for leading the Access to Information team in the processing of Subject Access Requests (SARs) in line with the requirements of the Data Protection Act (DPA) 2018, Health Records Act (HRA) 1990, the processing of Freedom of Information requests in line with the requirements of the Freedom of Information Act (FOI) 2000, and the processing of requests made under the Environmental Information

Regulations (EIR) 2004 on behalf of both the CSU and all CSU customers who purchase this service from the CSU including (but not limited to) Clinical Commissioning Groups (CCGs), Independent Contractors and Private Contractors.


The post holder will be responsible for the day to day line management and development of the Access to Information team.


The post holder will communicate and relay accurate information and advice regarding the FOI/SAR process to colleagues and our customers.


To be responsible for the provision of the Access to Information service and thereby ensure compliance with legislative and NHS time limits.

E nsure the team is effectively resourced and provide professional, managerial and supervisory leadership to the Access to Information team.

To develop procedures to ensure the efficient processing of Access to Information requests in line with legislative requirements.

To monitor the effectiveness of the procedures and review and revise as necessary; including where service delivery and processes outside of the Access to Information team may need to be reviewed to ensure that legislative compliance and effective service delivery is maintained.


Provide advice, guidance, and interpretation requiring specialist knowledge of the relevant legislative requirements in relation to complex and sensitive Access to Information requests.


Act as the point of escalation for any particularly sensitive or contentious requests, or where requests are particularly complicated or unusual; using negotiation and persuasion where appropriate to gain agreement and co-operation where required to ensure a response in line with legislative requirements can be provided.

Ensuring all Access to Information Requests are dealt with in a timely and confidential nature.

Responsible for monitoring timescales for response and internal deadlines to ensure responses are made within both agreed KPIs and statutory timescales.

Should a breach occur, ensure appropriate alerts are raised and the breach is reported to the relevant customer and fully investigated.

Ensuring a responsive service is provided, reacting to unpredictable and changing priorities and requirements therefore ensuring workloads are effectively allocated, and are reviewed and re-prioritised throughout the working day.

Significant periods of concentration are required to ensure that clear and accurate responses to requests are produced, ensuring all elements of requests are answered sufficiently, and that the reasons for not providing information have been explained clearly.

Manage investigations into complaints about breaches of Access to Information legislation and appeals against refusal of request decisions, undertaking investigations and ensuring remedial action is taken as required.

Maintain an accurate and comprehensive log of any complaints or incidents and recommendations and actions taken.

To undertake regular reviews and audits of responses to Access to Information requests to ensure consistency, clarity and accuracy; identifying any areas for service change or improvement.
