The Role
Performance Based Regulation (PBR) allows the CAA to develop a comprehensive risk picture of industry.

It is the role of the Safety Performance team to embed and manage the PBR system within the business as well as ensure its continued effectiveness.

This is achieved through the delivery of safety tools, processes, systems and training.


The primary purpose of this role is to deliver, further develop and embed the PBR planning and coordination function, working as an integrated member of the Safety Performance team.


The post holder is required to make important contributions to the further development of the planning and coordination functionality of the PBR safety tools, processes and systems that supports Performance Based Oversight (PBO) and the Regulatory Safety Management System (RSMS).

To do so, this role will ensure the efficient planning, scheduling, and delivery of associated activities including the coordination of safety forums and meetings, and the configuration and maintenance of safety tools and systems, such as the Entity Performance Tool (EPT).


Responsibilities include:

  • To devise and develop the necessary plan and associated activities to ensure efficient and effective scheduling of tasks with relevant stakeholders to embed the crosscapability Performance Based Oversight (PBO) Process.
  • Support the RSMS Lead in tracking the risks and actions associated with the creation of the total aviation safety risk picture.
  • Support the Manager Safety Performance in the assessment of the PBO process and monthly summary of the outcomes and follow up actions.
  • Developing and embedding the use of PBO management information to maintain and improve the quality of the process and its outputs.
  • To support the embedment, operation and ongoing enhancement of cross capability Internal Review Meetings, ensuring that the right attendees and inputs are in place
  • To contribute to and assist in the continuous improvement of PBR.
  • To support Capability teams to adopt updates to the functionality of safety tools e.g. Entity Performance Tool (EPT).
  • Support the delivery of training material for the standardized use of PBR processes and safety tools Monitor delivery of the PBO scheduling function against the agreed Service Level Agreement to ensure timely escalation / resolution of issues.
  • Support the RSMS through the management and scheduling of key safety forums.
  • Configure and maintain entries into safety tools to effectively support capability teams in delivery of PBO.

About You
You have a passion for delivery, coordination, organisation, process improvement, project management and customer service.

Ideally, we are also looking for you to have knowledge, skills and experience relevant to:

  • Devising detailed plans which meet business needs
  • A sound understanding of the configuration, maintenance and use of audit planning systems.
  • Supporting and facilitating workshops and engagement meetings with external industry stakeholders.
  • Delivering training materials to a wide range of internal stakeholders.
  • Coordinating meetings and workshops in an operationally complex and dynamic environment
  • You will have the ability to work cooperatively and effectively with internal stakeholders
  • Experience in the configuration, maintenance, use, testing and recovery of safety systems would be an advantage
