Civil Service Pay, Policy, and Pensions

Reward, TUPE, Employment Framework and Industrial Relations Team


The Reward, TUPE, Employment Framework and Industrial Relations Team, which sits within CS Pay, Policy, and Pensions is responsible for leading on the strategy and policy across a range of Civil Service workforce issues.

The team's primary purpose is to work as a trusted policy and strategy team on behalf of Cabinet Office Ministers.

The team is the central point within the Civil Service for the strategy and policy on a number of key workforce issues including pay, pensions, reward, compensation, industrial relations and the wider employment framework, as well as taking a wider focus on workforce strategy for the Civil Service as a whole.

It is an exciting time for the team as it responds to the demands of the changing and nuanced landscape of the Government's priorities for the public sector.


Job description:


SEO Reward Consultant

  • Supporting Senior Reward Consultants in providing strategic and operational rewardrelated advice, analysis and information to departmental customers and GPG colleagues.
  • Using external market data and existing reward knowledge to respond to departmental data requests, to support the development of fair and competitive reward strategies that attract, retain and motivate employees.
  • Working with colleagues across Government People Group to support the development of a reward strategy for the Civil Service.
  • Carry out market salary bench marking as requested by departments to support development of reward strategies, annual pay awards, and recruitment.
  • Support G7 with procurement of contracts to underpin and enhance the bench marking service on offer.
  • Providing advice to departmental stakeholders to help maximise their Employee Value Proposition.
  • Providing depts with support on legislative changes as required, such as National Living Wage for example.
  • Support the development and improvement of reward capability across the Civil Service.

Person specification:


Essential Criteria
Strong numerical, analytical and problem-solving skills.

The ability to demonstrate good technical reward expertise and understanding of reward practices and strategies.

The ability to extract and present complex information to a variety of audiences in a user
- friendly way.

The ability to identify trends, interpret issues, evaluate and assess solutions and likely consequences.


Desirable Criteria
Effective coaching skills, with the ability to improve individual and team performance.


Experience of successful delivery within HR projects, working in dynamic and complex environments for a variety of stakeholders and customers.

CIPD qualified or willingness to study for a CIPD qualification.
