Job summary:


Building a strong Commercial Function in Government, and with it the right commercial capability, is at the heart of a far-reaching programme of Civil Service reform.


We are building a cadre of commercial talent in all Government departments; people who can manage our commercial portfolios, who can lead our most complex and novel programmes and projects, people who have the gravitas and depth of experience to work alongside our policy and operational leaders to develop innovative commercial arrangements, whether through joint ventures, outsourcing or best-in-class contracts.


We have already made significant progress through the establishment of the Government Commercial Organisation (GCO), our single employer of senior commercial talent across government.

This role will sit within the GCO, but based in our Department for Business, Energy and Industrial Strategy commercial team delivering departmental objectives.


Job description:


Sitting within the Capability Team, this role will be responsible for building and managing relationships across BEIS' 43 Partner organisations (Arms Length Bodies) as well as supporting the internal BEIS Capability offering as a whole.


You will work collaboratively with Partner Organisations across the country, delivering workshops, chairing forums, webinars and events that showcase commercial best practice, continuous improvement and drive consistency in commercial standards and capability across the BEIS Group.


Although the role does not currently have direct reports, future line management opportunities may become available as we continue to expand beyond our commercial function.


Person specification:

The responsibilities are likely to fall into 5 key areas:

Partner Organisations engagement**- Develop and deliver a multi-channel engagement strategy that includes regular face to face meetings, webinars, workshops and presentations at large scale events to ensure best practice is shared between the Partner Organisations, BEIS and other Government Departments;

  • Coordinate engagement, both in group forums and individually across the BEIS partner organisations;
  • Maintain a regular newsletter publication;
  • Maintain regular meetings with the POs providing timely updates etc;
  • Own weekly, monthly, and quarterly PO forums and Organise Biannual Face to Face forum.

Partner
Organisations assurance

  • Work closely with Assurance team to ensure adherence to £10m CAB Thresholds and make improvements/efficiencies where possible, supporting development and maintenance of the CAB pipeline.

Partner Organisations Data & MI

  • Support overall procurement and contract management pipeline development and improvement;
  • Lead MI and Data policy for POs;
  • Encouraging innovation and collaboration to drive value across the BEIS Group through exploring aggregated buying and other initiatives;

Partner Organisations Capability

  • Support capability initiatives across BEIS Partner Network;
  • Maintain a strong working knowledge of CCMCP and ADC and work with POs to complete these and drive takeup in line with CO expectations;
  • Ensure POs are provided with timely opportunities to sign up for commercial training;
  • Ensure CCIAF compliance;
  • Work with the BEIS Commercial Policy Lead to Prepare briefing and marketing materials for new commercial policies that are rolled out across the BEIS Partner Network;

Partner Organisation policy

  • Work closely with Commercial Policy team to disseminate and embed Policy, including upcoming Procurement Reform.

The role will also include responsibilities for these further areas:

  • Engage with wider BEIS Partnership team to understand PO classifications, obligations, and direction of travel;
  • Foster and develop effective relationships with a range of senior commercial stakeholders across the Cabinet Office and the Partner Organisations, working to influence decision making on training and services;
  • Act as the voice of the Partner Organisations within BEIS and with the Cabinet Office, providing feedback from senior stakeholders, including the Cabinet Office, to help Partner Organisations teams continually improve their commercial practices;
