Job summary:


The Divisional Procurement Representative - CTS Division, ensures that the division procurement activities (across all Division led Projects/Capabilities), are prioritised and achieve a level of acquisition, which promotes timely access to the necessary expertise at the optimal cost.

Working in partnership with the Division Programme Leader and Project Managers the Divisional Procurement Representative ensures efficient and effective commercial transactions, in the programme and project environment.

The Divisional Procurement Representative coaches CTS Division staff to encourage clear and concise contract requirements and the appropriate approaches to working with external suppliers.

They also work with Programme Managers and Commercial Specialists to optimise acquisition and reduce the overall number of transactions.

Job description:


In this role you will:


  • Work with Principal Commercial Manager (PCM), to develop a strategy and plan the acquisition activities within CTS Division
  • Maintain the CTS Divisional Acquisition Plan (as required), which coordinates external supply requirements and provides Dstl Commercial with clear prioritisation
  • Support Programme and Project Managers, Technical Partners and Technical Experts to provide appropriate Statements of Requirements
  • Facilitate effective working between Dstl commercial specialists and programme and project teams
  • Encourage Programme and Project Managers to effectively plan work to achieve effective acquisition solutions (e.g. aggregation and longerterm contracting)
  • Maintaining an overview of contract status; monitor progress and follow up/expediting when necessary including prioritisation of commercial workload
  • Maintain a comprehensive and accurate view of planned acquisition activities and external supply commitments (including data governance, using the commercial function sponsored spreadsheet/tools)
  • Monitor & evaluate effectiveness/approaches of current Frameworks, facilitating the Programme Manager and Capability Leader to set up new Frameworks when necessary.

Important Information


This role will require full UK security clearance and you should have resided in the UK for the past 5 years.

For some roles Developed Vetting will also be required, in this case you should have resided in the UK for the past 10 years.


Person specification:


We are looking for someone who has:

  • Good knowledge of acquisition and understanding of contracting processes
  • Knowledge of programme or project management
  • The ability to promote longterm planning and achieve system improvements
  • The ability to manage a large portfolio of acquisition work, sometimes with conflicting demands
  • The ability to analyse acquisition and financial information, identify trends and forecast outcomes
  • A desire to build effective working relationships and influence a diverse set of colleagues and suppliers.
