Hybrid 2 days a week in London, Bristol, York or Newcastle

Defra's Northern Ireland (NI) Directorate was formed in January 2021. It consolidates Defra's strategy, policy and delivery workstreams around the Windsor Framework into one team.

This includes delivery responsibility for the agri-food requirements agreed with the EU and a support package for agri-food businesses to facilitate the new arrangements.

This role will support the delivery of the Windsor Framework through the development of business cases and impact assessments.

This will include leading on the development of the analytical framework and drafting in line with HMT Green Book and the Better Regulation management.

The exact responsibilities will be determined by the business need and agreed with your line manager.


As a Economist your main responsibilities would be:

  • Be part of a team providing the evidence base and analytical products to deliver the Windsor Framework.
  • Develop and implement analytical approaches to inform policy development and delivery of the Windsor Framework
  • Draft relevant sections of Business Cases and Impact Assessments where needed
  • Ensure that the analysis is fitforpurpose, sufficiently quality assured and follows the HMT Green Book and the Better Regulation Framework
  • Due to the high paced nature of the programme, you may be asked to contribute flexibly across other areas of analysis according to business need.

You'll have relevant experience in:


  • A strong background in economics with a strong track record of working as part of projects and teams
  • Substantial experience working with incomplete and ambiguous data, ideally in the context of trade, competition or market analysis
  • Strong communication skills, ideally with experience working with public policymakers
  • Proven ability to deliver to tight deadlines
  • Experienced economist (with quantitative experience) to be part of a small team to deliver in short
- timeframes in a complex environment.

  • Selfstarter, comfortable with uncertainty, driven, and focussed to deliver to tight timescales.
  • You must be good at communicating, across a wide range of stakeholders, using influencing where necessary to achieve deadlines.
  • Experience in the public sector, specifically national governments, OECD,
  • Competition Commission or other market regulation/competition authority would be advantageous.

You will also have these Qualifications/Skills:

  • Public sector preferred but not essential
  • Experience on BREXIT projects would be beneficial
