    Main duties of the job

    The post holder will be responsible for leading and developing the Trusts Analytics, Data, Artificial Intelligence (AI) and Clinical Coding functions, an area that consists of about 50 employees, as well as assuming the role of identified Trust Data Quality Lead. The postholder will also ensure that information systems are in place to support the Trust's operational and clinical processes.

    The post holder will also support and deputise for the Deputy CDIO.

    Key Results Areas

    Leadership

    Lead and develop the Business Intelligence Units analytics, data warehousing, clinical coding, capability and capacity to provide the Trust Board, managers, clinicians and staff of the Trust with the ability, advice, forecasting analysis and expertise to enable the delivery of the best possible standards of healthcare.

    Promote the highest standards of professionalism within business intelligence to ensure compliance with external standards and best practice in support of all Trust activity.

    Deputise for the Deputy CDIO as and when required and take the lead on selected strategic initiatives within the scope of Deputy CDIO responsibilities.

    Service Delivery

    Partner with senior leads within the organisation in the development of strategy and accompanying performance culture through the provision of a robust business intelligence and analysis.

    Partner with organisational senior leads in planning, organising and controlling of Directorate and functional resources in order to implement strategy. To apply constant monitoring and review of processes under the post holders control to assess function effectiveness.

    Promote an environment of excellence for data quality and service delivery within the Trust, as the Trusts data quality lead.

    Support the Deputy CDIO in ensuring a prompt and accurate response to requests for information from regulators, meeting all regulatory and statutory information and analytical requirements and returns.

    Support the recruitment, deployment, development, training, review and motivation of staff to fulfil the Directorates objectives.

    Strategy

    Advise the Deputy CDIO of changes in national and regional health policy and strategy presenting opportunity and/or requirement for Trust business intelligence and analytics to be developed and executed to enable corporate risk and decision making to be informed by evidenced based options.

    On behalf of the Deputy CDIO and CDIO, develop the strategic direction of the business intelligence function for Board approval, setting challenging objectives for the continuous improvement of analytical services in anticipation of future changing needs.

    Develop, integrate and maintain information strategies, systems and processes to support the whole organisation in line with best practice, technology advances and central government policies and quality standards.

    Main Tasks and Responsibilities

    Strategy

    Ensure that the impacts, opportunities and risks of strategic changes, whether externally or internally driven, are properly assessed acknowledged and maintained throughout the decision-making process.

    Support the Trust Executive by developing new approaches and initiatives to pursue service improvement through the provision of evidence-based scenario analysis that informs service reviews, improvement initiatives and decisions to improve quality and/or value for money.

    Lead, and actively participate in, the development and delivery of information management, reporting and technology policies and strategies and associated work programmes in line with best practice, technology advances as well as national frameworks and NHSE initiatives and quality standards.

    Staff Management and Development

    Support the Deputy CDIO and CDIO in developing and implementing a high performing culture throughout the Trust towards its goals of having decision-making grounded in robust intelligence and analysis.

    Lead the Business Intelligence Unit function, providing direction and setting priorities to ensure that staff are highly engaged, well-motivated, work effectively and achieve their personal and team objectives and are customer-focused. This includes the management of talent and succession, reward, performance, recruitment and retention and the implementation and operation of Trust values, behaviours and people policies/processes.

    With the CDIO and Deputy CDIO, implement an effective people review programme that includes workforce and succession planning on a regular basis, consistent with the intention of building a top-quartile business intelligence function and ensuring the continuous development of skills and competences that will enable Trust future requirements to be met.

    Customer focused Service management and Delivery

    Develop a culture of providing a customer-focused service and aims to exceed expectations.

    Develop qualitative and quantitative KPI measures including internal and external benchmarking, customer and staff satisfaction surveys to demonstrate customer-focused service delivery.

    Promote and establish the use of industry best practice (, ITIL, PRINCE, Agile) methodologies in service delivery.

    Data Management

    Direct on the provision of advice on data issues, including that which can have a significant impact on the care of patients.

    Develop and maintain a comprehensive information data repository and predictive analytics system to support Trust clinical and business processes.

    Direct the provision of a high-quality patient administration and clinical coding service.

    Direct on auditing the quality of data against nationally and locally agreed guidelines and standards. Ensure recommendations and actions from the results are implemented.

    Business Reporting

    Lead on the efficient preparation of reports to the Board, Board committees and Trust executives and managers to an agreed timetable on all key Trust performance indicators. , RTT, cancer, finance and workforce, etc. Best professional practice should be used in presenting this business intelligence, making it clear and concise.

    Support the organisation by continuously developing, maintaining and enhancing the Trusts integrated business reporting (content and infrastructure), reflecting the devolved nature, focus and forward-looking needs of Operational Management.

    Exercise expert and professional judgement in the interpretation of business intelligence and predictive analytics advising the organisation based on that judgement.

    Lead on the provision of timely and accurate information for statutory returns, patients and public.Business Intelligence and Information Management

    In conjunction with the key stakeholders and Internal Audit conduct reviews to ensure that the data quality environment is operating effectively against nationally and locally agreed guidelines and standards.

    Fully balance the aspirations of the customer with those of the Trust, adopting a forward-looking approach and providing insight for all stakeholders into the options for future proofing clinical and operational data and analytical (BI) activities.

    Lead on the regular benchmarking and auditing of the Trusts performance against other organisations and against nationally and locally agreed guidelines and standards, ensuring that it is presented accurately and to the best effect.

    Ensure that the required and relevant information is gathered from multiple sources, synthesising and analysing the results and reporting as necessary to support decision-making at all levels in the Trust.

    Provide expert consultancy interpretation, advice and business analysis to managers, clinicians and other professional staff in order to help them in the understanding and performance of their functions and services.Project Management

    Lead on the delivery management of information related developments into operation.

    Plan and deliver strong relationships with stakeholders, making sure the Trust executive and management is a respected customer. Identify and manage all links and dependencies between complex issues.General Responsibilities

    Contribute to the development of Trust strategies and policies as required.

    Demonstrate success criteria, success factors and KPIs associated with any project or service delivered by the Business Intelligence Unit. Be fully aware of, and communicate, trade-offs with regard to scope, quality, performance, cost and time throughout, providing guidance on the formulation of mitigation plans.

    Qualifications

    Essential

  • Educated to Master's level or beyond in a relevant discipline ( Mathematics / Statistics / Business Information Systems) or equivalent work experience
  • Experience

  • Proven leadership capabilities in engaging with staff to produce a highly-motivated, highly capable team and working closely with customer stakeholders to understand their requirements.
  • Extensive experience of working at a senior level in a Business Intelligence role, encompassing a range of disciplines, ideally within the NHS
  • Experience in developing or supporting development of organisational strategy or policy.
  • Significant demonstrable management and leadership (budgetary, staff and resource management) ability at a senior level.
  • Comprehensive understanding of a wide range of analytical processes, predictive techniques and experience of creating effective intelligence led decision-making as well as providing technical leadership to other Business Intelligence staff.
  • Knowledge / Skills

  • A good working knowledge of data warehousing, architectures and reporting tools and technologies as well as effective information presentation
  • Proven and demonstrable project management skills and the ability to manage multiple, complex projects simultaneously.
  • Excellent interpersonal and communication skills with the ability to proactively build networks and relationships with partner bodies, senior internal stakeholders and other external stakeholders across the UK.
  • A working knowledge of NHS data and standards and/or experience of Health data and information
