This opening assignment is for 6 months The Interim Principal Estates Surveyor will take lead on all Estates management matters, including the day-to-day management of the commercial portfolio, the repairs and management of community leases, corporate portfolio, asset portfolio valuations, leasehold enfranchisement, RTB valuations and insurance valuations. Responsible for managing and developing key assets including the commercial portfolio, strategic land holdings and development sites, ensuring that the Council's financial returns are optimised, and long-term interest is safeguarded in accordance with the Development and Asset Management Strategies.


Key Responsibilities:


  • Responsible for the selection, development, and performance of the Estates Surveying team in line with the Council's HR policies.
  • Provide clear and unambiguous direction to the team and ensure they receive the appropriate level of communication to maintain engagement with the Council's activities.
  • Ensure team members have up to date knowledge on current H&S legislation aligned with best practice and corporate guidance.
  • Understand the needs of customers and convey this to colleagues across the asset management portfolio ensuring staff adhere to the Council's customer care standards when undertaking work for internal or external customers.
  • Ensure designated suppliers, contractors and staff undertake customer service activities in line with the Council's vision of 'putting residents first' and fulfil their obligations to receive, manage and respond to complaints.
  • Support the accurate, timely and appropriate response to Member enquiries, complaints, and Freedom of Information requests within agreed timescales.
  • Provide an Estates Service to all Service Groups within the Council and identify programmes of work to meet the property requirements of the Council's policy objectives.
  • Provide direction to the sales and disposal process with an ongoing disposal forecast.
  • Ensure that annual Team Plans, aligned to the Group / Service Plan(s), are developed, agreed and communicated to team members in a timely manner.
  • Ensure clear Service Level Agreements (SLA's) are in place where appropriate, covering all aspects of service delivery with performance and response levels, together with the escalation process if SLA's are not met.
  • Maintain a current service workforce plan including a succession plan for all key roles.
  • Provide valuation and property management advice and undertake valuation work involved in viability studies and estimates. Prepare and maintain schedules of comparable evidence for rents and sales.
  • Provide advice and actively engage in the procurement, instruction and management of consultants or contractors employed to assist with the delivery of strategic property development projects and delivery of capital receipt targets.
  • Ensure all purchasing and procurement is conducted in line with the corporate guidelines with appropriate use of the Council's financial systems.

Qualifications:


  • RICS membership.
  • Evidence of continued professional development.
  • Full, current UK driving licence and the use of a vehicle at all times.

Experience:


  • Minimum 3 years' experience working in an Estates Management service.
  • Experience of managing a team.
  • Demonstrable experience and knowledge of Landlord and Tenant Law and practice.
  • Experience of analysing and conveying complex information to a number of different audiences.
  • Significant experience of property case management.
  • Experience of involvement in change management and professional practice improvements.
  • Experience of building successful collaborative relationships that engender a sense of teamwork.
  • Experience of developing and managing a strong customer service culture.

Skills & Abilities:


  • Demonstrable property case management skills.
  • Influencing and negotiating skills.
  • An indepth knowledge and understanding of landlord and tenant law.
  • An understanding of income recovery and the management of commercial leases and licences.
  • Demonstrable ability to meet deadlines in a challenging environment.
  • Strong negotiation and influencing expertise, able to work intuitively and liaise effectively with a wide range of stakeholders and audiences.
  • Ability to assess risk and promote risk awareness without being risk averse.
  • Demonstrable understanding of Local Authority governance framework and political awareness.
  • Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
