Job summary:


You will lead a Team which is responsible for protecting the export of defence material, technology and information by UK Industry to overseas customers including foreign governments, with the strategic aim of protecting UK national security and that of its allies.

This position is advertised at 37 hours per week.


Job description:

Global Issues is a diverse, important and challenging area of international policy in the Security Policy & Operations organisation.

It leads on providing advice on a range of issues, including arms control, counter-proliferation; ballistic missile defence, unmanned systems and MOD's response to chemical, biological, radiological and nuclear threats.


Global Issues also manages the MOD's role in the licensing of strategically controlled goods for export and the MOD Form 680 (F680) security clearance processes through its Team in the Export Control Joint Unit (ECJU).

The Defence Team (ECJU MOD) works closely with colleagues from the Foreign and Commonwealth Development Office and the Department for Business and Trade and is based in Old Admiralty Building, London, SW1A 2DY.

We also work in MOD Main Building, London, SW1A 2HB.


The ECJU MOD Team is responsible for protecting the export of defence material, technology and information by UK Industry to overseas customers including foreign governments with the strategic aim of protecting UK national security and that of its allies.

There is considerable interest in Export Licensing both from Parliament and Non-Government Organisations.


We are an outward facing team which actively engages with wider Government and Industry in order to balance the UK Government's expectations with regards to the prosperity agenda, with its priority objective of maintaining national security.

To achieve this, we aim to be flexible and responsive and respond to change in a positive manner.


Responsibilities in the post include:

  • Presenting the work of the ECJU and MOD, to Industry, OGDs and overseas governments
  • Liaise with MOD advisers on licensing cases on behalf of DBT.
  • Advising on the Export Controls regime requirements in specific HMG backed export campaigns
  • Leading on MOD requirements in the development of LITE, the new DBT digital export licensing platform
  • Monitoring performance statistics and devising improvements
  • Drafting Ministerial submissions and Parliamentary correspondence and providing briefings to ministers and senior officials
  • Proactively managing the performance and development of staff
Other activities in support of the wider ECJU and Global Issues teams will also be undertaken.

The post reports to the SEO and currently has line management responsibility for two EO Desk Officers. Occasional travel within the UK will be required.

Person specification:


We are looking for someone who can engage confidently with a wide range of stakeholders, understand and take into account their particular needs when making decisions.

An interest in international relations and how defence equipment works would be useful.

There is however no requirement for technical knowledge in this job and ongoing support will be given to increase awareness and understanding.
